George Disaster Services extends assistance to Swartland Following Dam Burst

George Municipality Disaster Services have stepped up to assist the Swartland Municipality after the sudden dam burst in the Dassenberg and Riverlands communities outside Malmesbury, caused a significant disruption in the water supply. Recognizing the urgency of the situation, George’s emergency services have mobilized to deliver drinking water to affected communities.

On Monday, August 12, 2024, a team from George Municipality, including Firefighters Jeandre Bernardo and Brad Bussack, led by Chief Neels Barnard, were deployed to assist for an indeterminate period.

“George fire is serving the community,” stated Barnard, emphasizing the municipality’s dedication to providing support beyond its borders. A relief crew was also sent this morning, Friday 16 August, and is expected to provide assistance for the next five days, with the possibility of extending support for another week or two if necessary.

The dam burst has left the two communities without a reliable source of drinking water until repairs can be affected and George Municipality’s prompt response and collaboration with local officials in Swartland highlight the importance of inter-municipal cooperation in times of crisis.

On Thursday, 15 August 2024, the Democracy Bus, which travels across South Africa to celebrate 30 years of democracy, made a significant stop in George. The bus visited one of George Municipality’s key infrastructural projects—the construction of the new Water Treatment Works in Denneoord—to showcase the municipality’s contributions to the nation’s democratic journey.

The Executive Mayor of George, Ald Jackie von Brandis, accompanied by the Member of the Mayoral Committee (MMC) for Civil Engineering Services, Councillor Browen Johnson, boarded the Democracy Bus from the Municipal Headquarters in York Street. The destination was the New Water Treatment Works in Denneoord, where they participated in a walkabout to highlight the Municipality’s achievements over the past 30 years. The event was organised by the Government Communication Information System (GCIS), represented by Jethro Grootboom, Regional Communications Coordinator for the Garden Route & Overberg Districts.

“This afternoon, we had the distinct pleasure of boarding the Democracy Bus alongside our colleagues from GCIS Western Cape,” said Mayor von Brandis. “As we celebrate our country’s 30-year milestone of democracy, we also reflect on the freedoms and progress that have accompanied it.”
Referring to the BFI project, von Brandis added: “This project is a prime example of the benefits that 30 years of democracy have brought us. It’s an absolute privilege to have the Democracy Bus here in George, celebrating 30 years of Democracy. The National Treasury and the Department of Water Affairs (DWS)support ensures that we can continue to provide essential services to all our residents for the next 30 years and beyond.”

MMC Johnson echoed the Mayor’s gratitude for the BFI Projects, emphasising the projects’ significance in light of recent Stats SA data showing an approximate population growth of 100,000 in the City of George. “These projects are vital for accommodating George’s ongoing development and ensuring water security for at least the next 40 years,” said Cllr Johnson.

The Municipality’s Civil Engineering Services Project Manager for BFI, Andre Scheepers, provided an in-depth overview of BFI project consisting of 12 sub-projects and specifically the New Water Treatment Works Project. This project, supported by a grant of up to R1.115 billion, has enabled the Municipality to undertake several critical initiatives, including:

• Improvements to the existing 20 Ml/d Water Treatment Works in Denneoord
• The new 20 Ml/d Water Treatment Works (WTW) and Residuals Treatment Facility
• Refurbishment of the Sludge Discharge System, Phase 1 and 2
• Upgrading of the Garden Route Dam Outlet and Supply
• Installation of 2x 1250 kVA generators at the Garden Route raw water pump station
• Construction of an additional 40-million-litre raw water storage and balancing dam
• The 14.5 Ml Pacaltsdorp West Reservoir and Pump Station
• The new 3 Ml Pacaltsdorp East Reservoir, 300 kl Tower, and Pump Station
• Construction of a new pump station and control valves at the existing Thembalethu West Reservoir and Tower
• A new 8 Ml Thembalethu East Reservoir, 1000 kl Tower, and Pump Station

Jethro Grootboom expressed his gratitude to the George Municipality for its hospitality and commitment to showcasing the progress achieved in the George area.

Against all odds – Sharon Eland- Lewis’ Inspiring Journey to Publishing Her First Book

Deaf, homeless and quite often in the night shelter, Sharon Eland-Lewis overcame pain, suffering and lots of trials and tribulations to get her first book, Slegs ‘n enkele kans, published. The book was published by The National Library of South Africa, an agency of the Department of Arts and Culture.

Sharon Lewis was raised by her grandparents, Johannes and Johanna Eland, in Port Elizabeth, Eastern Cape where she completed her matric at Acadia High.

She married in Mossel Bay and had two children.

She walked out of her marriage after her husband became abusive towards her and left her two children in the care of her mother.

After moving to George, she found herself on the streets, homeless and quite often in the night shelter. After becoming fatally ill with MDR TB, she fell into a coma and had kidney failure. Bedridden and deaf, she regained consciousness in the Harry Comay hospital in George.

Her urge, passion and love for the written word drove her to write numerous poems which was published in the George Herald. After numerous inquiries from the public, journalist Michelle Pienaar introduced Sharon to Jeff, the owner of Three Chameleons clubhouse, where she became part of a book club.

After finding a place of her own, Sharon started to write with all eagerness.

Sharon’s book will be launched at George Library on the 21st August 2024 at 11am. The book is also selected for the Funda Mzantsi Reading Competition, Afrikaans language, which will be held in George from the 23rd-27 September 2024.

Sharon Eland-Lewis was placed on the agenda of a portfolio committee meeting during 2017 when the Library Department announced that the staff of library service, that is Rachel Williams (Manager:George Libraries), Hazel Springfield and Eurogine Carolus  assisted her with the book by typing the whole publication for her when she approached them for assistance. James de Waal assisted with the proofreading of the book. Rachel Williams contacted Zanele Nikani, the Project Facilitator of the Community Programme at the Publishing National Library of South Africa. Ms Nikani arranged publishing (using the Community Publishing Grant), professional editing and proofreading for the publication. Well-known writer and poet Diana Ferrus assisted with further editing and proofreading of the manuscript. As Sharon is deaf, all correspondence to and from the National Library came through the office of the Library Manager. Although Sharon is vulnerable, extremely poor and a shack dweller, she is a very passionate library patron.

Sharon expressed her heartfelt thanks to the George Municipality, the George Library staff and everyone that assisted her on her journey. She listed all the people she wanted to thank in the book.

 

 

 

George Municipality Unveils Gym Trims at Thembalethu Stadium and Thusong Centre

George Municipality officially opened the fully-fledged gym trims installed at Thembalethu Stadium and the Thusong Centre which form a part of Project 7: Recreation Route, one of the eleven Investment Packages identified to enhance social and economic development in Thembalethu as a part of the Ilisolethu Precinct. The gym equipment, consisting of 10 machines, litter bins and benches were installed at each site as part of this project

The rollout of outdoor gym equipment in George began in 2022 as a pilot project to observe its utilisation and in an effort to provide better health and wellness opportunities to people of all ages, abilities, and socio-economic statuses. Three Outdoor Gym Trim have previously been installed, one on Knysna Road and another one at the Corner of Mission and Fern Streets in Pacaltsdorp, and ERF 80 Van Riebeeck Gardens. Initially, it was anticipated that elderly people would benefit while children enjoyed the playpark equipment. However, it turned out that children also enjoy the gym equipment as it is user-friendly for both children and adults. – “Over the two years, we have noticed that children use the equipment more and we encourage adults to also make use of the equipment for their health and wellness,” said Nosidima Vumindaba, the George Municipality’s Parks and Recreation Manager.

The Neighbourhood Development Project Ilisolethu Framework Project 7: Recreation Route which will include a recreation route that will integrate the area through a 5km recreational route for Park Run events, supporting a weekend market facility, upgrading of the existing Thembalethu sports field and multifunctional public open space. The Gym Trim at the Thusong Centre will be fenced shortly.

Melvin Roelfse, MMC for Community Development noted that the Gym Trims will add value to the youth and contribute towards the wellness and well-being of the community. “Gym and sports bring people together and this will help to build and strengthen our communities. I encourage our community members of Thembalethu to use and enjoy this equipment, “ he said.

The outdoor gym equipment was installed in June at a cost of R453 200 and forms a part of the R74 million committed thus far to the Ilisolethu Precinct by the investment partners of the Municipality – including the Development Bank of South Africa and the National Treasury.

Thembalethu Stadium gets new fence as part of Ilisolethu Precinct

As part of the Ilisolethu Precinct, eleven Investment Packages have been identified to enhance social and economic development in Thembalethu. One of these Investment Packages is known as Project 7: Recreation Route. The project seeks to address the expressed need for more recreation facilities within available vacant land. This includes the development of a 5km recreation route, gym parks, and a future weekend market area.

The Neighbourhood Development Project Ilisolethu Framework identified the upgrading of the sports field (Project 7) as part of the recreation route project. The original solid wall created a security risk as it was not visually permeable. Creating a safer precinct is one of the pillars of the Ilisolethu Project. Measures to screen the site during sports events are being considered. The importance of safety in the general area was echoed by teachers of the adjacent Imizamo Yethu Secondary School as well as the developers of the old clinic site and surrounds. The new fence includes a motorised vehicle access gate and two pedestrian gates to ensure sufficient, controlled sports field access.

This project cost R2.1 m, which forms part of the R74 million committed thus far to the Ilisolethu Precinct by the investment partners of the Municipality – including the Development Bank of South Africa and the National Treasury.

In the future, the sports field will see further upgrades including a pedestrian walkway, the construction of an Astroturf, and additional upgrades to increase functionality and enjoyment for all users.

George Municipality Advances Renewable Energy Projects to Enhance Energy Resilience

The George Municipality continues to pursue its vision to enhance energy resilience and reduce electricity demand through renewable energy initiatives. The primary goal of these projects is to meet some of the municipality’s energy requirements, thereby decreasing dependence on Eskom. According to the deputy director for Planning and Design in the George Municipality’s Electrotechnical Services, Daniel Greeff, this reduction in electricity purchases from Eskom will lower the municipality’s electricity bill, with the savings ultimately benefiting customers.

Completed Projects:
• Civic Centre: 300 kWp system, operational since September 2021.
• Outeniqua Wastewater Treatment Facility: 400-kilowatt peak (kWp) photovoltaic (PV) system.
• Gwaing Wastewater Treatment Facility: 500 kWp PV system.
• Municipal Land (ERF464): 1 megawatt peak (MWp) solar farm.

Ongoing Renewable Energy Projects:
• Tourism Site: Completed, with some equipment changes necessitated by a fire.
• Battery Storage System: 3 megawatt-hours (MWh) battery storage system spread across three sites (Civic Centre building, Outeniqua, and Gwaing wastewater treatment works), construction is expected to begin in September 2024.

Cancellation of Tender for 12 MW PV with 66kV Substation Grid Connection

The tender for the construction of the 12 MW PV Plant with the 66kV substation Grid connection was cancelled. According to Mr Riaan du Plessis, the Chief Financial Officer of the George Municipality, the bids received in response to the tender process far exceeded the available budget. “In terms of the Local Government Municipal Finance Management Act, 56 of 2003 (MFMA), a municipality may incur expenditure only in terms of an approved budget. Therefore, there was no alternative but to cancel the tender,” du Plessis said.

Future Plans and Initiatives

George Municipality intends to continue exploring alternative electricity supply solutions such as Small-Scale Embedded Energy Generation (SSEG) and Wheeling agreements. The municipality will also focus on procuring electricity from Independent Power Producers (IPPs).

George Municipality will work in collaboration with the Western Cape Premier’s office relating to the appointment of IPP’s, which is already coordinating similar solutions in the province. IPPs will create an effective competitive market space for ESKOM, moving away from the current monopoly. This is seen as the economic solution to the current energy crisis in South Africa, and George Municipality will support the Western Cape government in leading the necessary changes for a stable electricity supply future.
The municipality remains committed to finding sustainable solutions to the current electricity crisis, contributing to both local and national energy resilience.

Project Hope- For People Living on The Streets

George Municipality’s Community development division has launched an initiative to empower people living on the streets of George through a skills development initiative. Two groups S&D Creations(Sewing) and A&A Jewellery Design are producing beautiful, handcrafted products – which include handbags, sling bags, indoor, and outdoor aprons for braaiing, jewellery – crafted using donated materials!

If you would like to help, George Municipality invites all residents to form a part of this amazing initiative. Help us to create more work opportunities for the homeless. Encourage people to get off the streets and rebuild their lives again.

Members of the public interested in purchasing any of the products are encouraged to visit the Community Development offices located on the corner of Varing and St John’s Street. Purchases can be made directly from the participants during their work hours, or customers can discuss their own design preferences and place custom orders. Apart from handbags and aprons, the sewing group also offers curtain production, clothing repair and alteration services.

Mayor of George Celebrates Skills Training Graduates

Executive Mayor of George, Ald Jackie Von Brandis and Ward Councillor of Ward 9, Thembinkosi Lento, celebrated a significant milestone in community development by handing over certificates to beneficiaries who completed a short training course with Ululo Empowerment Technologies. The event marked the culmination of a project aimed at equipping local residents with valuable skills and initiative  spearheaded by Cllr Lento, who utilised Ward Committee funding for the training.

He approached the iHub in Thembalethu, where the centre manager, Sivuyo Ngcwangu, facilitated the connection with Ululo Empowerment Technologies. The Thembalethu ihub is situated next to the Thembalethu Thusong Centre.

The Ululo Empowerment Technologies company’s owner, a former trainee of the iHub facility in Nelson Mandela Bay, eagerly agreed to participate, seeing it as an opportunity to give back to the community that once supported her. Upon reaching an agreement, Cllr Lento nominated 110 residents from his Ward to participate in various short courses. The courses offered included Merchandising, Data Capturing, Basic and Advanced Computer Skills, and Office Administration, among others.

Expressing his pride, Cllr Lento highlighted the success of the programme: “Mayor, some of the graduates are not here today because they are at work. They used the skills that they learnt during their short course to gain employment!”

Mayor Von Brandis commended Cllr Lento for his dedication and innovative approach to community development. She praised the graduates for their commitment to self-improvement, stating, “I am ecstatic to be part of this initiative. You have shown that you are willing to put in the hard work, to make the sacrifice to better your circumstances. This certificate is the key to success, and my only request today is that this will be the first of many, many more achievements!”

Acknowledging the broader economic challenges, Mayor Von Brandis highlighted the significance of the programme’s success, noting that 50% of the graduates have already secured employment. She emphasised the goal of achieving at least one job per household to support families and improve living standards. She said by doing this we can deal a blow to the unemployment figure in the country.

Urhwebo e-Transand grades emergency airstrip

George Fire Chief Neels Barnard had high praise and special thanks for Urhwebo e-Transand who recently graded and levelled the landing strip at the Denneoord Emergency Airbase at no cost to the municipality. The emergency airbase which was established in 2017 remains the Garden Route’s first dedicated emergency firefighting airstrip on municipal property.

The airbase a collaborative project between George Municipality, Southern Cape Fire Protection Association, Working on Fire and Garden Route District Municipality has meant that firefighting planes can respond much faster than they would have been able if they were stationed at a commercial airport where they would have had to wait in line for a runway along with other aircraft. This is especially applicable during the summer fire season which coincides with the very busy holiday season when thousands of flights are scheduled at commercial airports.

Three fixed wing spotters, two fixed wing bombers and a chopper are stationed at the base during the fire season, and usually at least one plane and a chopper out of season. Municipalities in the Garden Route district use the facility on a call-out basis as services are required. The airbase consists of a runway, helipad, firebase, hangars, taxiways, and a water refilling point.

The project entailed the provision of retaining walls and improved access to properties and to channel and re-route run-off water during rainfall.

The Western Cape Department of Infrastructure approved funding for the construction of retaining walls at 155 identified erven in New Dawn Park. The project was implemented during May 2023 with the first 132 erven completed in October 2023. The remaining 24 erven were completed by 30 June 2024.

Each property was assessed by an engineer who provided a report with recommendations and solutions on how to mitigate to alleviate the problem.

In a tribute to Nelson Mandela’s legacy, the Executive Mayor of George, Jackie Von Brandis, along councillors and officials, actively participated in various community service activities on 18 July 2024.

Mayor Jackie Von Brandis reflected on Mandela’s legacy, stating, “When I think about Nelson Mandela, besides his major sacrifices to usher our country to freedom, I also think about his commitment to children and education.” The mayor visited Akkertjie ECD, one of the oldest Early Childhood Development (ECD) centres in the George Municipal area. At this facility, she helped sand and paint furniture for the learners. She was joined by Portfolio Councillor for Social Development, Melvin Roelfse, who was embraced by his former teacher and now head of the ECD, Ingrid Tyler, as well as Cllr Charlotte Clarke, Portfolio Councillor for Planning and Development, Marlene Barnardt, and Cllr Marelna Gultig.

In addition to their visit to the ECD, the Mayor and more councillors visited the Garden Route SPCA in George. They delivered goods donated by councillors from George Municipality. “Thank you so much to the SPCA for the amazing work they do in our areas,” said Mayor Von Brandis. She encouraged residents to donate to this worthy cause. The mayor was accompanied by Portfolio Councillor for Civil Engineering Services, Browen Johnson, Portfolio Councillor for Human Resources, Nosicelo Mbete, Ald Iona Kritzinger and Cllr Marlena Gultig.

Library staff in Pacaltsdorp and Uniondale also contributed to their communities on Mandela Day. Petrus Lindoor from the George Municipality Finance Directorate donated dog and cat food to the SPCA on behalf of the Directorate.
The George Municipality and SANParks collaborated on Nelson Mandela Day to help Michael Hendricks, a visually impaired resident, and his family. The family which includes his wife Lydia, their four daughters, and Kaylene Muller, a 23-year-old single mother with a special needs child relies on social grants. They received a home makeover that included painting, a new door, a fixed window, and installed drainpipes. Kaylene and her child also received a mattress, bedding, and warm clothes. Mr Hendricks, expressing his gratitude, humorously remarked, “Oh look how beautiful my house looks now, tonight I can lock my door without any worries.”
On July 19, 2024, 20 soup kitchen volunteers were invited to the Francois Ferreira Chef Academy for a knife and kitchen skills training session conducted by Chef Cheri. Each of the 20 ladies had their own student chef to help them prepare stir-fry dishes, as demonstrated by Chef Cheri. Mayor Von Brandis joined in on the fun and skills training.
Nelson Mandela Day, observed on July 18th, serves as a global call to action for people to recognize their individual power to make an imprint and change the world around them. The George Municipality officials and councillors exemplified this spirit through their dedication and service.

Major Development Initiative in Thembalethu: George Municipality Unveils Ilisolethu Precinct

George Municipality is pleased to announce the Thembalethu Node Development Project to create a vibrant and sustainable community hub in Thembalethu. This initiative branded “Ilisolethu” (which means, “Our Eye”, in IsiXhosa), aims to attract new investments and stimulate economic growth in the precinct area along Nelson Mandela Boulevard (NMB), including the Thembalethu Central Business District (CBD).

Thembalethu is a very densely populated suburb of George and has been identified as a priority investment area in the George Municipal Spatial Development Framework (MSDF) 2023, amongst other areas such as Blanco, the George CBD, Pacaltsdorp and other investment focus areas. The Ilisolethu Precinct area is an area within Thembalethu classified as a mixed-use node where services and opportunities for all the residents of Thembalethu should be facilitated. The development area includes areas around the Thusong Centre, along Nelson Mandela Boulevard, from the N2 to just past 26th Avenue and available land between Nelson Mandela Boulevard and Ngcakani Road.

According to the Executive Mayor of George, Jackie Von Brandis, the Ilisolethu Project aims to promote social, economic, and residential development, and stimulate urban regeneration through investment projects. “This initiative seeks to uplift the community of Thembalethu while creating a unique space for residents and visitors alike. Some key benefits of this project include socio-economic opportunity, fostering of human potential, and creating a better, more accessible space for communal interaction and usage,” Mayor Von Brandis said.

In partnership with the National Treasury, George Municipality has thus initiated the Thembalethu Node 1 Development Project to attract new investments and stimulate economic activity in the area. The appointed service provider, Cadre Connect, drafted an Investment Strategy, an Area Management Strategy and identified 11 Investment Project Packages.

Ward 13 Councillor Simphiwe Toto and his Ward Committee have branded the precinct “Ilisolethu” and supported the development of a brand logo. Several workshops with councillors, the ward committees, municipal departments, and key stakeholders have been held to identify potential projects and gather feedback, which advised the initial Development Plan.

The Development Plan (Investment Plan and Area Management Strategy) has subsequently been adopted by the George Municipal Council and the Neighbourhood Development Partnership Programme team from the National Treasury. Funding to initiate phased project implementation has been unlocked and the process to identify and engage investors will now commence.

The Ilisolethu precinct includes the following eleven projects:

Project 1: Nelson Mandela Boulevard Multi-Purpose Identity Route
This project aims to redesign and upgrade Nelson Mandela Boulevard to improve traffic mobility and support public transport. It will also create a pedestrian-priority space, support Small, Medium, and Micro Enterprises (SMME) traders, and increase open spaces through pocket parks.

Project 2: Ilisolethu Interchange Gateway Development
This development will provide economic opportunities through factory outlets and add residential options, creating a mixed-use, live-work-play node. It will serve as a landmark feature at the entrance of Thembalethu. High-density residential development opportunities will also be created.

Project 3: Business Process Outsourcing (BPO) Village
The project aims to create a high-density, mixed-use activity core supporting economic opportunities and housing for working-class adults and students. The BPO (Business Process Outsourcing) intent aims to bring job opportunities to Thembalethu by creating spaces where third-party vendors or service providers can offer support functions for large corporates.

Project 4: Dlabs, SafeHub Facility and Call Centre (Old Hospital / Clinic)
This precinct will address community needs through community-based solutions, including the establishment of a Safe Hub in partnership with the Development Bank of South Africa (DBSA) and Amandla. The intention is also to foster economic development and job creation, which will extend beyond support and training and will include a call centre. The Dlabs facility will also link to the development of sports initiatives and will include the construction of an artificial turf soccer field and sport-support facility on the Thembalethu Sports field as part of Project 7.

Project 5: Inkcubeko (Embark in Knowledge) Youth and Science Centre Extension
The Centre plans to expand its services on additional Council land to include science and educational programs, additional classrooms, a Science, Technology, Engineering, and Mathematics (STEM) laboratory and an exhibition centre.

Project 6: SMME (Small, Medium and Micro Enterprises) and Recycling Hub
This project will develop a trading space for trade in the vehicle industry and urban manufacturing and service trades, incorporating a recycling facility.

Project 7: Park Run and Trim Park Recreation Route
The recreation route will integrate the area through a 5km recreational route for Park Run events, supporting a weekend market facility, upgrading of the existing sports field and multifunctional public open space.

Project 8: NMB Multi-Purpose Public Open Spaces
This project aims to formalise two areas zoned for open space purposes into active parks and community spaces, and to redevelop encroaching informal settlement areas into micro-flat developments.

Project 9: NMB Sports Node
The sports node relates to an undeveloped section of land along Nelson Mandela Boulevard and the development intent is to provide additional sports and recreational facilities, supporting community services and SMME trading facilities.

Project 10: NMB SMME Trading Areas
This project will establish integrated and well-designed trading spaces, supporting the livelihoods of local traders.

Project 11: Multimodal Transport and Social Cluster
The cluster will serve as a concentration point for social and community services, integrating non-motorized- and public transport modes within the sub-precinct design

The George Municipality secured funding from the National Treasury through the Neighbourhood Development Partnership Programme to initiate the technical investigation stage. The project aims to facilitate economic opportunities that are inclusive, create high-quality public spaces, and link funders to catalytic projects that will benefit Thembalethu residents and entrepreneurs. Funding for implementation will be sourced from various tiers of government and from private sector partners.

A workshop with all ward committee members and various engagements with all Councillors in Thembalethu has been held. An Interim Area Management Committee, including relevant Municipal Departments, has been established. The positive support of all role players is crucial for the implementation and sustainability of the project components.

The aim is to roll out the project over a 5-year period, subject to the availability of funding and commitment from investment partners, and, once completed, this groundbreaking regeneration initiative will be a valuable asset to the community of Thembalethu and benefit the entire region.

Media Statement: Updated status on the BFI Water Projects for George

George Municipality received a Budget Facility for Infrastructure Funding (BFI) grant to the value of R1.115 billion from National Treasury in the 2021/22 financial year and the BFI project with its various project components, has shown significant progress and expenditure up to the 2023/24 financial years. The full BFI project is planned to be completed by October 2025.

George Municipality is actively working to keep our economy on the go, by ensuring adequate long-term planning and investment into our resources – that is water, sewerage and electricity. The Municipality currently provides water services to over 294 929 residents from 85 931 households across 28 wards including the coastal areas of Kleinkrantz, Wilderness, Victoria Bay, Herold’s Bay and Gwaing in the city of George area as per STATSSA 2022. The objectives of the project are to ensure adequate potable water supply to meet the demand of the current population and to provide security for future development, both social and economic, as well as to reduce pollution of certain main water courses.

The project consists of 12 components, some of which will be executed in more than one construction phase.

Component 1 and 2
The 20 Mℓ/d extension to the New Water Treatment Works (New WTW) is component 2 and component 1 is the new WTW Residuals Treatment facility of the project.

Status: The first contract, valued at R263 million, for the civil engineering works – construction is nearing completion. The tender for the mechanical, electrical and instrumentation (MEI) works to the value of R217 million – the installation on site is progressing at pace. Components 1 and 2 form the largest sub-projects of the overall BFI project.

A number of plant shutdowns are required at the new Water Treatment Works to enable tie-ins on the raw water feed to the plant, the clear water feed from the plant to the reservoirs, valve chamber construction, injection chamber construction and some refurbishment of pipework in the existing new Water Treatment Works. These shutdowns have to be carefully co-ordinated to avoid unnecessary downtime or reduction in water supply to George and also contributes to the requirement for the continued water restrictions due to the inability to supply treated water in larger quantities.

The civil engineering construction was scheduled for completion at the end of February 2024 and the mechanical, electrical and instrumentation by December 2024. The latter is still true for the MEI contract, but additional work required on the raw water pipeline and intake works extended the completion date of the civil works. The civil construction Practical Completion dates are as follows:

Portion 1 – Modifications to existing works: Scheduled for 24 June 2024
Portion 2 – Main works 20 Mℓ/d plant: Scheduled for 24 June 2024
Portion 3A – Residuals facility: 26 Mar 2023
Portion 3B – Residuals facility: 20 March 2024
Portion 4 – New clear water pipeline: 20 Dec 2023

Component 3
The refurbishment of the existing Sludge Discharge System Phase 1 and 2 at the Eden, Meul and Schaapkop Pumpstations will improve the reliability of the aged pump stations.

Status: Construction of the first phase has reached completion at the Meul and Eden Pump Stations
• Phase 1: The first phase of the upgrading and refurbishment of the Meul Sewage Pumpstation was completed in June 2023, including a new standby generator and motor control centre. This is also the case for the new motor control centre at the Eden Sewage Pumpstation. The Schaapkop Sewage Pumpstation implementation was delayed and the tender for the Phase 1 implementation had to be cancelled.

•Phase 2: Civil engineering construction on the Meul Sewage Pumpstation Phase 2, as well as the Eden Pump Station have been awarded. While construction at Eden Ps is being delayed by a DFFE permit, the construction at Meul Pump Station has reached Practical Completion. The contract for Mechanical, Electrical and Instrumentation works at Meul Pump Station has also been awarded and construction is due to start. Similarly, the tenders for both portions under the Schaapkop Pump Station have been awarded, incorporating both Phases 1 and 2 to be implemented as a single project.

Component 4
The upgrading of the Garden Route Dam Outlet and Supply project includes the replacement of the existing 600 mm diameter raw water pipeline from the intake tower at the Garden Route Dam to the raw water pumpstations, with a new 800 mm diameter stainless steel pipeline to accommodate a higher flowrate in accordance with the future raw water flow requirements.

Status: The project construction contract was awarded for an amount of R 34.2 million in May 2023. Construction progress is currently at 70%. The estimated completion date for the project is October 2024.

Component 5 – COMPLETED
2 x 1250 kVA generators have been installed at the Garden Route Dam raw water pumpstation. These generators will ensure that during loadshedding or any other power outage, raw water can continue to be pumped uninterrupted to the Water Treatment Works for processing for drinking water supply.

Status:
Construction and installation have been completed and the project has been commissioned. The generators automatically start and can operate during load-shedding.

Component 6
An additional 40 million litre raw water storage and balancing dam will be constructed, as well as a 340m long 800mm diameter raw water outlet pipeline and an 1000mm diameter raw water pump main extension, to secure sufficient raw water storage capacity to supply the 20Mℓ/day extension to the Water Treatment Works and the existing two treatment plants. The new raw water dam will supplement the existing storage dams that provide raw water to the two water treatment plants.

Status: The project construction contract was awarded for an amount of R 93,1 million in December 2023. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 10%. The estimated completion date for the project is August 2025.

Component 7 – COMPLETED
The rehabilitation of the Old Water Treatment Works, located in Denneoord will allow for the refurbishment of the 20 Mℓ/d treatment plant.

Status: This component consists of four separate contracts and the tenders were awarded at the beginning of 2022. All work has been completed under this component.

Component 8
Refurbishment of the Kaaimans River Pumpstation equipment will include the installation of six (6) new submersible vortex impeller pumps in the sump, a strainer system and six new high lift centrifugal pumps and includes the replacement of the electrical control equipment. The Kaaimans Pumpstation discharges into the Garden Route Dam and contributes significantly to the George raw water resource requirements.

Status: The project construction contract was awarded for an amount of R 16.5 million IN June 2023. Construction progress is currently at 80%. The estimated completion date for the project is August 2024.

Component 9
The new 14,5 Mℓ Pacaltsdorp West Reservoir and Pumpstation will address the current inadequate emergency and balancing potable water storage and provide adequate water security for the medium-term future developments in the western area of Pacaltsdorp.

Status: The project construction contract was awarded for an amount of R 106,9 million in January 2024. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 10%. The estimated completion date for the project is October 2025.

Component 10
The new 3 Mℓ Pacaltsdorp East Reservoir, 300 kl Tower and pumpstation will address the inadequate emergency and balancing potable water storage in the eastern area of Pacaltsdorp.

Status: The project construction contract was awarded for an amount of R 59,9 million in December 2023. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 11%. The estimated completion date for the project is July 2025.

Component 11
A new pumpstation and control valves will be provided at the existing Thembalethu West Reservoir and Tower and an existing bulk supply pipeline will be upgraded to ensure adequate potable water storage and increased security of potable water supply to the western area of Thembalethu, as well as provide capacity to meet future development water demands.

Status: Two construction contracts were awarded for a total amount of R 23,9 million in December 2023 and March 2024. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 7%. The estimated completion date for the project is November 2024.

Component 12
A new 8 Mℓ Thembalethu East Reservoir, 1000 kl Tower and Pumpstation will be provided to ensure adequate potable water storage and increased security of potable water supply to the eastern area of Thembalethu, as well as provide capacity to meet future development water demands.

Status: The project construction contract was awarded for an amount of R 106,5 million in February 2023. Construction commenced on site in April 2024. Construction progress is currently at 10%. The estimated completion date for the project is June 2025.

George Municipality Seeks Funding for Alternative Sanitation Solutions in Informal Settlements

The George Municipality has applied for funding from the Western Cape Provincial Department of Infrastructure to install alternative sanitation solutions for approximately 900 units. This follows the successful implementation of pilot projects in various informal settlement areas last year.

In April 2023, the George Municipality introduced two pilot projects in Syferfontein, an informal settlement south of Pacaltsdorp, to replace chemical toilets with alternative on-site sanitation technology. These new toilets use enzymes to dissolve solids and include a water flush mechanism that drains into underground tanks, reducing servicing frequency from two to three times a week to once a month.

Testing sustainable alternative sanitation solutions is crucial for informal settlements without sewer networks, to replace chemical toilets and alleviate the financial burden on the Municipality and the Department of Infrastructure.

After a year of use, residents have praised the new sanitation units. If the funding application is approved, the targeted areas for the implementation of this solution are all informal settlements that are serviced by chemical toilets.

Rebuilding of Flood-Damaged Houses in George Underway

A geotechnical report for the rebuilding of Five (5) houses has been completed. These houses are in Blanco, Maraiskamp, and Thembalethu, and will undergo reconstruction.

These old RDP houses, now known as Breaking New Ground (BNG) houses, have been identified by a Structural Engineer who recommended rebuilding due to recurrent flooding during heavy rains.

The Western Cape Provincial Department of Human Settlements has approved the funding for this project and the George Municipality’s Human Settlements Department will be responsible for the appointment of a contractor and the construction monitoring during the implementation of the project.

The George Municipality’s Law Enforcement officers have completed a Peace Officer and Warden Training course from 3 to 29 June 2024. All participants were found competent.

This course was presented by the City of Cape Town’s Metro Police Services Training & Development Programme to seventeen (17) Community Safety staff members, including land invasion and law enforcement officers.

According to Lee-Ann Meiring, the Senior Manager for Community Safety in the George Municipality, this training will allow the Municipality to appoint more Peace Officers with the authority to enforce by-laws. “The training is certified and covers three main areas: Professional Conduct, Peace Officer & Warden Training, and Point Duty. At the end of the course, the trainees will be able to demonstrate knowledge and understanding of the role and functions of a peace officer and traffic warden,” said Meiring.

 

George Municipality on High Alert for Level 6 Storm Surge

The George Municipality is on high alert following a Level 6 Storm Surge warning issued by SA Weather Service on Saturday. The warning predicts waves of 6-8 metres, reaching up to 10 metres on the south-western coast, including George’s coastal areas. This surge, combined with high waves and strong winds, poses a significant threat to coastal communities and infrastructure.

In response, the municipality has activated a contingency plan that integrates various services to effectively manage the anticipated floods on the coastal areas. Residents in Victoria Bay are requested to move their vehicles to the caravan park for the night. As a preventative measure, George Disaster Management Services will close Sands Road to Leentjiesklip Beach on Sunday afternoon. Fire officers will patrol during the peak hours of the storm surge, and Community Services will deploy additional traffic and law enforcement officers as necessary.

Residents are strongly encouraged to remain vigilant and exercise caution, as localised low-lying areas could experience flooding. The high-energy waves may also damage coastal infrastructure, including walkways, pipelines, property, roads, and rail routes along extended stretches of coastline. Beachfront activities such as swimming and shore/rock angling will be disrupted. Residents are advised to remove temporary structures on the beach or along the shoreline if possible.

• Volunteer your services to those in need around you and to places that care for vulnerable groups
• Bring some warmth by donating blankets, warm clothes
• Alleviate hunger and malnutrition by supporting kitchen soups, and food donation drives for the vulnerable communities
• Support Community Food gardens
• Support educational activities by putting a smile on a child by giving them some brand new shining school shoes
• Help a child to read by donating library books
• Donate sanitary and menstrual products for girls in need.
• Create activities and initiatives to foster youth employment and development
• Make a sustainable contribution by caring for your environment- cleaning drives in your communities
• Care for your community infrastructure- Revive and refurbish community service buildings such as community halls, libraries, schools, ECDs etc.
