THE EXECUTIVE MAYOR OF GEORGE WRITES TO NERSA ON ITS DECISION ON ESKOM’S MYPD5 REVENUE APPLICATION

As Executive Mayor of George Municipality, I am writing to you on behalf of the citizens of George, to object in the strongest possible terms to NERSA granting Eskom an increase in the price of electricity of 18,65% for the 2023/24 financial year.

This enormous price increase is unaffordable, unfair and unjust.

Our customers, inclusive of residents, small and medium businesses, simply cannot afford these continuous price increases that is once again well above that of the consumer price index (CPI). The majority of South Africans are already struggling to make ends meet.

Our communities are also struggling to keep businesses open with stage 6 blackouts being implemented by Eskom. On most days, communities are left without electricity for 8 – 10 hours per day and the situation is not expected to improve in the short term.

Eskom is proving to be unable to be a reliable supplier of electricity. NERSA as the regulator is seemingly unable to provide the necessary guidance and direction to ensure that Eskom fulfils its mandate. Eskom has been permitted to continue its mismanagement and practices of corruption for years. Further its Board of Directors has failed in its responsibilities in not ensuring that corrective action is taken to reduce the bloated workforce, collect its outstanding debtors, stop the purchasing of sub-standard coal, ensure an appropriate and financially sound equity structure, proper and timely maintenance of its generating facilities or support for its Chief Executive Officer and Chief Operating Officer.

It is therefore totally unfair and unjust for South Africans to be constantly expected to pay more for electricity while receiving less of it. Our residents will now be expected to pay even more exorbitant prices for electricity they simply do not get. South Africans are rightfully tired of having to foot the bill for years of corruption and mismanagement at Eskom.

Municipalities are expected to distribute electricity and maintain their networks, but this is becoming increasingly difficult as Eskom is clearly unable to supply electricity on a consistent 24-hour basis. As a result, municipal revenue from electricity is declining through lower sales of kilowatt-hours.

Any increase should be in line with the CPI. A 18,65% increase is outrageous and unjust, especially given the fact that we are experiencing the worst loadshedding on record.

In addition, Eskom provides no preference to its good customers who regularly pay their accounts, in terms of price increases or regular supply of electricity.

As a Municipality, we are continuing with our plans to mitigate the risks of the unreliable supply of electricity by having to secure alternative energy to protect our communities from Eskom’s load shedding. This includes the installation of solar PV plants and battery storage to supply our own infrastructure and to assist our business and domestic consumers. We are also undertaking wheeling transactions and encouraging independent power producers.

It is an extreme injustice to expect that ordinary citizens of George (and, indeed, residents of every municipality in the country) should be forced to bear the cost of Eskom’s inability to supply electricity and to fix its own problems. It is likely that the approved increase will be widely condemned, destroying chances of economic recovery in South Africa and adding to our burden of unemployment and poverty.

I trust that this letter will receive your urgent attention to reverse the price increase that has been granted.

PUBLIC NOTICE: THEMBALETHU BRIDGE LANE CLOSURE AND LANE SHIFTING, NELSON MANDELA BLVD
Issued for Immediate Release by the George Municipality on behalf of EMPA Construction on 13 January 2023

In conjunction with the upgrade of the Thembalethu, the interchange across the N2 Nelson Mandela Boulevard will also be made into two lanes each way. To enable the required construction works to take place, the following lane closures and/or lane shifting will happen from 16 January 2023 on NELSON MANDELA BOULEVARD.

➡️NELSON MANDELA BOULEVARD (southbound) – Center lane will be closed ±60m before the intersection with VUYANI NCAMAZANA Street and MAIN street. This will give 2 options:

▪️Right lane for a right turn into VUYANI NCAMAZANA Street.
▪️The left lane will be for a left turn or going straight towards the N2/Thembalethu.
▪️ On the other side of the intersection traffic will be limited to a single lane for ±120m heading towards the N2.

➡️On NELSON MANDELA BLVD (northbound) – traffic will be diverted into a single lane ±120m before the intersection with VUYANI NCAMAZANA Street and MAIN street and continue normally after the intersection.

CAR ACCIDENT ON THE N2, WILDERNESS ENTRANCE FROM GEORGE, ROAD PARTIALLY CLOSED

A car accident occurred on the N2 at the entrance of Wilderness from George’s side. Emergency services are on the scene. One lane has been temporarily closed for traffic for at least another hour, but traffic is flowing. Traffic officials are at the scene to regulate traffic. Motorists are advised to drive cautiously.

THEMBALETHU LIBRARY HELD A HOLIDAY PROGRAMME IN DECEMBER

The Thembalethu Library held a holiday programme in December, stretching from 8 to 20 December 2022 at the library. Fourteen (14) children participated in a story reading from an Isi-Xhosa book called, “Isibedlele siyandoyikisa” (A hospital scares me). On 15 December 2022, 22 children participated in another story reading event from an Isi-Xhosa book titled “Ekhaya” (At home) and another one titled “Icikilishe eliluhlaza elinamaqhinga” (A cunning green lizard). And lastly, on 20 December 2022, 19 children participated in a story reading from an Isi-Xhosa book titled, “Ukuzalwa kukaYesu” (The birth of Jesus).

THE SWIMMING POOL FOR CHILDREN IN CONVILLE TEMPORARILY CLOSED

Please note the Swimming pool for children at the Conville Swimming Pool has been temporarily closed due to maintenance.

The Conville and Uniondale swimming pools are open to the public until 02 May 2023, as per the following operating hours.

  • Monday to Friday: 13:00 – 16:00 (with 2 Lifeguards on Duty)
  • Saturdays and Sundays (Public Holidays): 09:00 – 12:00 and 13:00 – 16:00 with 2 Lifeguards on Duty and one Lifeguard on standby.

The tariffs for entry into both Conville and Uniondale swimming pools are as follows:

  • Entrance fee: Adult (Including children 16years and above):  R 15, 00 per person

LIFEGUARDS’ OPERATION DAYS AND TIMES AT THE GEORGE BEACHES

The George Municipality has employed lifeguards at municipal blue flag beaches at Victoria Bay, Herold’s Bay, and the Wilderness Main beach until 30 January 2023, from 7 am-7 pm. Whereas at the Gwaing beach, Wilderness Steps and, Lientjiesklip lifeguards will be deployed for limited hours on Saturdays and Sundays and Public holidays from 9 am to 5 pm as of this weekend, 14 January 2023.

From 1 February to 02 May 2023, lifeguards will be on duty only on Saturdays, Sundays, and public holidays, between 9 am – 5 pm, with an option to extend the hours on good weather days at the Blue Flag beaches (Victoria Bay, Herolds Bay and Wilderness Main beach).

As of 3 May 2023, until 1 December 2023, there will be no lifeguards deployed at the beaches and swimming pools.

HOW CAN PEOPLE KEEP THEMSELVES SAFE AND PROTECTED ON THE BEACH AND IN THE WATER?

LEARN TO SWIM:

Learning to swim is the best defence against drowning. Teach children to swim at an early age. Children who are not taught when they are very young tend to avoid swim instruction as they age, probably due to embarrassment. Swimming instruction is a crucial step in protecting children from injury or death.

SWIM NEAR A LIFEGUARD:

Statistics show that the chance of drowning at a beach without lifeguard protection is almost five times greater than drowning at a beach with lifeguards.

SWIM WITH A BUDDY:

Many drownings involve single swimmers. When you swim with a buddy if one of you has a problem the other may be able to help, including signalling for assistance from others. At least have someone onshore watching you.

CHECK WITH THE LIFEGUARDS:

Lifeguards work continually to identify hazards that might affect you. They can advise you on the safest place to swim, as well as places to avoid. They want you to have a safe day. Talk to them when you first arrive at the beach and ask them for their advice.

USE SUNSCREEN AND DRINK WATER:

Everyone loves a sunny day, but exposure to the sun affects your body. Without sunscreen, you can be seriously burned. The sun’s rays can also cause life-long skin damage and skin cancer. To protect yourself always choose “broad spectrum” sunscreen rated from 15 to 50 SPF, or clothing that covers your skin, and reapply sunscreen regularly throughout the day. The sun can also dehydrate you quickly. Drink lots of water and avoid alcohol, which contributes to dehydration. Lifeguards treat people for heat exhaustion and heat stroke from time to time. If you feel ill, be sure to contact a lifeguard.

OBEY POSTED SIGNS AND FLAGS:

It sometimes seems as though there are too many signs, but the ones at the beach are intended to help keep you safe and inform you about local regulations. Read the signs when you first arrive and please follow their direction. Flags may be flown by lifeguards to advise of hazards and regulations that change from time to time. You can usually find informational signs explaining the flags’ meaning or just ask the lifeguard.

KEEP THE BEACH AND WATER CLEAN:

Nobody likes to see the beach or water littered with trash. Even in places where beach cleaning services pick up trash daily, it may linger on the beach for hours, causing an unsightly mess and threatening the health of birds and animals. Broken glass also holds a great risk of injury to beach users. Do your part. Pick up after yourself and even others. Everyone will appreciate you for it.

LEARN RIP CURRENT SAFETY:

80% of rescues by lifeguards at ocean beaches are caused by rip currents. These currents are formed by surf and gravity because once surf pushes water up the slope of the beach, gravity pulls it back. This can create concentrated rivers of water moving offshore. Some people mistakenly call this an undertow, but there is no undercurrent, just an offshore current. If you are caught in a rip current, don’t fight it by trying to swim directly to shore. Instead, swim parallel to shore until you feel the current relax, then swim to shore. Most rip currents are narrow and a short swim parallel to shore will bring you to safety.

ENTER WATER FEET FIRST:

Serious, lifelong injuries, including paraplegia, occur every year due to diving headfirst into unknown water and striking the bottom. Bodysurfing can result in a serious neck injury when the swimmer’s neck strikes the bottom. Check for depth and obstructions before diving, then go in feet first the first time; and use caution while bodysurfing, always extending a hand ahead of you. Be careful even at the swimming pool.

WEAR A LIFE JACKET:

When on Watercrafts: Some 80% of fatalities associated with boating accidents are from drowning. Most involve people who never expected to end up in the water but fell overboard or ended up in the water when the boat sank. Children are particularly at risk and should wear life jackets whenever they are aboard boats.

  • Listen to the lifeguards
  • Do not swim alone
  • Do not let small children swim in the big pool.

  • Children under the age of 12 must be escorted by an adult (Please note that the small pool at Conville is closed for repairs)
  • No weapons
  • No alcohol is allowed at the swimming pools
  • Right of admission reserved.

NO ALCOHOL AT BEACHES OR ANY PUBLIC SPACE

George Municipality continues to strictly enforce the NO ALCOHOL ALLOWED campaign on its beaches and this includes public spaces such as parks, parking lots, inside vehicles parked in public areas etc.

As of 3 January 2023, a total of 282 litres of alcohol have been confiscated from beaches in the George precinct, since 10 December 2022. It is noted with concern that a high amount of alcohol was still confiscated despite an extensive public awareness process and the Bylaws that are in place. We do, however, thank most residents and visitors who have taken heed of the ban and enjoyed their beach days alcohol-free.

All confiscated alcohol is recorded in a ledger and kept at a municipal storeroom before being handed over to the South African Police Service (SAPS) for destruction. The confiscation notice serves as proof for the offender of the alcoholic beverages that have been removed. The carbon copies of the confiscation notice serve as the municipalities record for administrative and control purposes when the final handover is done to SAPS. No confiscated alcohol will be returned, once it has been confiscated.

The George law enforcement officers continue to be assisted by 30 Beach Monitors who have focused on beach patrols and bag checks. Neighbourhood Watches, Community Police Forums, as well as SAPS, continue to work closely with the Municipality around Community Safety. All our Beach Monitors are clearly identifiable, whether by reflector jackets or reflector bands and carry identification cards. The municipality encourages all beachgoers to assist our officials in ensuring that their day at the beach is a safe and pleasant experience.

The carrying of and consumption of any type of liquor is strictly prohibited on all beach areas under the control of the George Municipality which includes Herold’s Bay, Gwaiing River Mouth Beach and Day Camp, Victoria Bay, Wilderness Main, Lagoon, Steps and Leentjiesklip areas.

Our officials will continuously search and confiscate alcohol for the entire period of the festive season and towards the end of the summer. Receiving municipal accounts via e-mail comes with the benefits such as instantaneous and seamless delivery of your municipal account, and keeping access to your account without the risk of losing the copy when needed as it is easier to save it and keep track of your account.

You can also enjoy this service by updating your information and supplying us with your e-mail address on the supplied registration form.

As of 31 January 2023, the George Municipality will no longer send out printed accounts by post but a copy can be printed at the cash hall of the Municipality’s main building situated at 71 York Street or Area Offices in BLANCO, CONVILLE, PACALTSDORP, NEW DAWN PARK, ROSEMOOR, PROTEA PARK, TOUWSRANTEN as well as Thembalethu and Waboomskraal Thusong Centres on request.
