Upgrading Of Roads and Stormwater: Delville Park -Phase 1 – 2022/23: WP05

The road rehabilitation and upgrade of stormwater infrastructure in Antelope Street,
Delville Park, will have an impact on residents and road users for the period from
April 2023 to 16 October 2023. The construction duration is estimated at 7 months

THE DESCRIPTION:
The rehabilitation of Golf Street in Ballots View as indicated in the figure.
PROJECT PERIOD: 29 May 2023 to 30 January 2024

SERVICE DISRUPTION:
Municipal services may be disrupted during this period due to construction activities. Whenever possible, advance notification of temporary disruptions will be sent out via social media.

WORKING HOURS:
Working hours will be from 07h00 to 18h00 Mondays to Fridays and 07h00 – 14h00 on Saturdays as may be needed from time to time.

TRAFFIC IMPACT:
Golf Street will be constructed in half widths and will remain open for one-way traffic in the direction from Libra to Bontebok Street as indicated in the figure. The first phase of construction commences on 29 May 2023.

Extra care is to be taken by road users and pedestrians throughout the duration of the construction period. Adherence to temporary road signage, flag persons and markings will be required.

The George Municipality apologises for the inconvenience and appeals to road users to be patient and exercise caution during the upgrade. Please look out for and adhere to temporary road signage and be aware of roadwork personnel.
Details of further road upgrade work will be published as may be necessary.

Installation and registration of SMART Water Meters

George Municipality continues to improve customer service delivery while reducing costly water losses, with the installation of over 2600 SMART water meters in the Blanco, Bos en Dal, Heather Park, Heatherlands, Groeneweide Park, Dormehlsdrift and George South areas. The existing water meters have reached their end of life and need to be replaced to ensure accurate meter readings and detection of water leaks within the homeowner’s property.

The SMART Water meters which have an expected 15-year constant accuracy lifespan enable a multitude of benefits for both George Municipality and its citizens:
• The smart water meters are not pre-paid and will not disconnect a consumer’s water supply.
• The meter reading and billing cycle is automated.
• Daily water usage and trend analysis can be monitored,
• and importantly leak and burst alarm notifications enable consumers to better control and manage their water consumption.
• The SMART water meters also enable George Municipality to react faster to water losses and provide a holistic view of the city’s water usage.


PROCESS OF INSTALLATION
• Homeowners will be issued a pre-installation notice together with a flow chart, 1 – 2 days before installation by the Contractor.
• The contractor will request and arrange property access for installation of the new stop valve and removal of old meter if installed inside the property.
• The excavation team will locate, excavate and expose the old pipes. Property access might be required from the resident.
• The property water will be closed off (Maximum 2 hours) and the old meter is removed once it’s meter reading has been recorded.
• The new SMART Water Meter is installed, and the serial number is written on the meter box. Property access is required for the stop valve installation.
• Water is restored to the property and the pipework is left exposed for 1-2 days for inspection and approval by Engineer.
• Once the inspection is completed, the reinstatement team will backfill around the meter, pipework and restore the property to original condition within one (1) week of approval.
• The contractor leaves a pamphlet for the resident containing the serial number of the new SMART Water Meter at the premises.
• The resident can now choose to register the new SMART Water Meter on the smartphone application Ontec George Home App or via the website link https://george.ontec.co.za/index.html.
• Ontec will integrate the meter with the municipal account – the resident does not have to take any action.


REGISTRATION TO ACCESS YOUR HOUSEHOLD’S SMART METER DATA
Residents will have access to George Home online at http://george.ontec.co.za and George Home smartphone application to track their own daily water consumption, respond to leakage alerts and manage multiple meters in one space. As the resident you will receive high usage warnings via SMS and Email and the near real-time consumption allows you to understand exactly where and when you are using water right now.

  • Please proceed to register your smart water meter by following this link to the SMART WATER METER Registration Page or by downloading the George Home App from Google Play Store or iStore.
    • The George Home App will guide you on the steps to be taken to register.
    • Detailed instructions are provided on the pamphlet which is left at the home, or you can follow the Five Easy Steps listed below:

REGISTER IN 5 EASY STEPS
1. Go to george.ontec.co.za and select Customer Registration.
2. Enter your details, read and agree to the Terms and Conditions and select the Register Button.
3. An activation email will be sent to the email address specified.
4. Click on the Activate my George Home Account link in the email received.
5. Activate your SMART Water Meter
a) Go to My Profile > My Meters
b) Enter the above Meter Number at Add a Meter and Search.
c) Confirm details, complete the additional details and select ADD.

ONTEC REGISTERS YOUR NEW WATER METER TO ACTIVATE THE INTEGRATION WITH THE MUNICIPAL BILLING SYSTEM
1. Once installed, integration of the meter with the account is completed. George Municipality Accounts updates the meter number and the account data of the resident. OnTec submits information to municipal Accounts department to link the new SMART water with the customer’s account and the customer is then billed correctly via municipal billing system.
2. To ensure that billing is undertaken correctly and accurately, please expect to see Meter Readers come through to check the SMART water meter readings during the changeover process until the integration of the billing system with the electronic meter data is complete.

George Municipality acknowledges that some residents have faced difficulties during the implementation of the SMART water meter project and remains proactive in responding to residents’ concerns.

METER READING INTERVAL BETWEEN OLD AND NEW SMART WATER METER
One of these challenges is that in the month after the installation of the SMART Water Meter, your municipal account may reflect a higher-than-normal level of water consumption. This is caused by the change in the meter reading interval period, from the old meter to the new meters. This issue will then stabilize in the months following thereafter. We apologize to affected consumers and request consumers to contact our Finance Department for assistance.

The George Municipality acknowledges the relevance and contribution of informal trading to the socio-economic growth of the area. The informal trading sector provides a means of generating local business opportunities for people and bringing income and job opportunities
into the communities. To this effect, the George Municipality hereby invites residents of George to apply for an informal trading opportunity through a fair, equal, and transparent process.

The following criteria will apply:
• Certified copy of ID
• Proof of residence

• No food preparation will be allowed at stalls.

Application forms can be obtained from the George Municipal Website and the Economic
Development Office on the 4th floor of George Municipality Main Building.

Completed applications must be placed in the Application Box at the George Municipality on the
Fourth Floor, Directorate: Planning and Development, LED, York Street, George
by no later than 12h00 on 20 October 2023. Late applications will not be considered.

New Coastal Silver Oaks for Leentjiesklip Beach Parking Area

George Municipality would like to thank resident of Wilderness, Susan Burger and Tree SA: Garden Route who kindly sponsored four Coastal Silver Oak trees for planting at Leentjiesklip Beach parking area. This follows after the original trees were destroyed two weeks ago during the strong storm surge.  The Coastal Oak or Brachylaena discolour is a species of flower plant in the aster family. It is native to Africa where it occurs in South Africa, Mozambique and Eswatini.

Municipal Manager, Dr Michele Gratz expressed her gratitude and thanks to the parties involved for the sponsorship. “ Our municipal teams are hard at work restoring the beaches and parking areas to be ready for Blue Flag season and with Leentjiesklip Beach having applied for Blue Flag Pilot Status, the replacement of the damaged trees is a fantastic gesture! We eagerly await the final announcement on 20 October as to which beaches have retained Blue Flag and which will be Pilot beaches,” said Dr Gratz.

Eskom Load shedding schedule update: 2 October 2023 at 12:05

As anticipated, with breakdowns at an improved 12 983MW of generation capacity and evening peak demand forecast at 28 382 MW, loadshedding will continue to be suspended until 16:00 today.

Thereafter, Stage 2 loadshedding will resume at 16:00 until 05:00 on Tuesday.

This pattern of suspending loadshedding from 05:00 until 16:00 and implementing Stage 2 from 16:00 until 05:00, will be repeated daily until Wednesday.

Reporting power outages
Please do not phone the after-hours number or the Electrotechnical Department to report that you have no power immediately after load shedding is scheduled to be lifted. Please be aware of the rotational switching on i.e. areas are switched on one by one and not all at the same time to avoid overloading the system. Please wait at least 30 minutes before reporting no power. The Electrotechnical Directorate will be aware of a possible substation trip that needs to be sorted out.

Due to the sustained improved performance of generation availability as well as the anticipated lower demand over the weekend, loadshedding will be suspended between 05:00 and 16:00 on Saturday and Sunday.

Stage 2 loadshedding will be implemented from 16:00 until 05:00 on both Saturday and Sunday. Today, as previously communicated, Stage 3 loadshedding will continue to be implemented from 16:00 until 05:00 on Saturday.

George Municipality hosts Provincial CAE and CRO Forums

The George Municipality was honoured to host the recent Western Cape Provincial Municipal Chief Audit Executive (CAE) and Chief Risk Officer (CRO) Forums. The forums took place on 19-20 September 2023 in George and were divided into two sessions: the Chief Audit Executive (CAE) Forum for all Heads of Internal Audit in the province and the Chief Risk Officer (CRO) Forum for Risk Management Officials.

The Forums aim to promote the implementation of Internal Audit and Risk Management within municipalities in the Western Cape, while also facilitating and sharing best practices and support. Established to provide centres for learning, the forums’ agenda is guided by the most prevalent issues burdening these disciplines.

The forums have evolved considerably since inception and have become the voice of the local government CROs and CAEs at professional bodies such as the Institute of Internal Auditors South Africa, the Public Sector Audit Committee Forum, the Institute of Risk Management South Africa, National Forums, etc. The Forums were well attended by various Provincial Government officials and Internal Audit and Risk Management representatives of the various municipalities in the Western Cape.

The Forums were opened by the Chairperson of the CAE Forum, Mr JP Rossouw, who is also the CAE of the George Municipality; followed by a Keynote Address from the George Municipal Manager, Dr Michele Gratz. The Municipal Manager (MM) shared her insights and expertise on “What Executive Stakeholders expect from a future-fit Internal Audit Function”. This address set the tone for the Forums and contributed significantly to the discussions. The MM’s vision and experience aligned closely with the objectives for the events, and all agreed that the address left a lasting impact on the audience.

Dr Gratz’s words reminded the attendees that they must be curious, constantly learning, and embracing the exciting future ahead. Her speech covered a number of must-haves which are needed for Internal Audit to be Future-Fit – in summary: “Internal audit must ensure that it is aligned with the organisation, being a key strategic role-player and advisor. Internal Audit needs to add value, streamline operations and be versatile. For example, George is one of the first municipalities to introduce agile auditing. In other words, when an audit starts and an issue is identified, the audit can immediately change course and respond to that issue. Internal Audits must keep up with all the latest legislation and regulations and ensure that they are implemented.

“Internal audit will in the future have to be much more proactive and in the rapidly changing environment within which all municipalities find themselves, the education of officials as to the purpose of Internal Audit is key. With the advent of artificial intelligence and smart city principles, internal audits will have to proactively identify risks and assist with controls finally Internal Audit must have a positive impact on the performance of the organisation and foster a good and trusted relationship with the various stakeholders involved.”

Various speakers presented noteworthy topics addressing burning issues in the audit and risk disciplines. The day was earmarked with interactive discussions and knowledge-sharing initiatives, including Agile Auditing, Combined Assurance, Cyber Security, and Energy Resilience.

Thanks to the George Municipal Internal Audit team for all the hard work and arrangements to have hosted such a successful event.

 

 

UPDATE: WATER OUTAGE – Kraaibosch and Groenkloof areas 29 September @ 10h45

Repairs are in progress to the bulk water pipeline on the corner of Monte Vista Drive and Glenwood Avenue.

Please note this is the second fault that took place late last night following a pressure imbalance. The pipeline is not standard size and as such the fittings and couplings are not readily available.

Our appointed contractors are on site and the updated estimated time of repairs is 12h00
