Service delivery and good preparation keep damages to a minimum

George Municipality holds a daily Festive Monitoring Committee meeting with all directorates which includes external stakeholders such as SAPS, SANparks and NSRI. The committee jumped in and added preparation for the Storm Alert issued last week to the regular agenda about festive safety and service delivery in George as result keeping the damages to a minimum. External stakeholders such as SANPARKS made immediate arrangements to breach the Touws River in advance of any possible flooding in Wilderness.

Stormwater Clearance
Stormwater infrastructure in the usual problematic areas were cleaned days in advance after receipt of the alert and where possible damaged infrastructure was repaired in anticipation of potential flooding. The storm water division has followed a stringent programme of cleaning throughout George and surrounds prior to the festive season starting.

A total of 19 storm water complaints were received and addressed. One stormwater pipeline collapsed in Dormehlsdrift.  It  must be noted that a number of areas have recently had their stormwater networks upgraded using municipal grant funding (MIG) and that these areas had no problems over the past weekend,  highlighting the value of the investment in our neighbourhoods.

George Fire and Disaster Services
The Disaster Centre filled and issued 84 sandbags in preparation of the poor weather with sand supplied by our Civil Engineering Services Directorate. Three additional personnel were added to the Disaster Call Centre to handle the influx of calls and two additional Emergency cellphone numbers were issued for public to make contact with the Disaster Centre. A number of senior officials were tasked with moving around the city during the periods of high rainfall to continuously monitor any potential flooding and report back to the Disaster Centre for action. One motor vehicle accident was reported in the Outeniqua Pass and one informal house fire was addressed on Saturday afternoon.

Traffic control and road closures
CJ Langehoven and Courtney Street were partially closed for a short period on Friday. Traffic officials or pointsmen were placed at the critical busy intersections impacted by flooding on Friday. Additional batteries were placed at critical intersections to accommodate the extended loadshedding periods over the weekend which affected the ability of the UPS’s to recharge. Where a battery could not be added, traffic officials or pointsmen were placed for short periods to resolve traffic flow.

Debris cleanup by Community Services
Community Services teams cleared the CBD of storm debris on Saturday and continue to clear the beaches each morning with some debris visible early this morning. Cleanup generally takes place before 8am of each day.

Formal Housing
A total of 51 requests were received for gunplast in various areas for persons residing in backyards and houses with roof leakages, however in terms our policy in this regard gunplast cannot be distributed to persons living on private property and in  formal housing. Priority was thus given to persons residing in the informal settlements.

Informal Settlements
A total of 113 requests for gunplast was received from the informal areas with 43 pieces issued to date. Human Settlement officials will continue with the distribution of gunplast in the informal areas for the remaining requests.

Power outages due to inclement weather
A power outage in the Herold’s Bay farming area was weather related. Other outages in Heather Park. Blanco, Herold’s Bay beachfront, Oubaai and Breakwater Bay were related to loadshedding.

Drinking Water capacity boosted by package plant

George Municipality has completed the installation of a temporary package plant with a very short turnaround time to help the municipality cope with the high increase in daily water demand during the peak season. Although this package plant will add an extra 5 Ml/day of treated drinking water to the daily production, there remains a high risk of not being able to meet the full daily demand for drinking water which is why water restrictions will remain in place to curb the excessive and unnecessary use of drinking water by residents and holidaymakers alike.

The package plant is also intended to supplement the available treated drinking water in 2023 while various rehabilitation work is done at the Old and the New Water Treatments Works, and availability of supply will remain constrained until the new 20Ml WTW capacity extension has been completed in 2025

Executive Mayor for George, Leon van Wyk and Portfolio Councillor for Civil Engineering Services: Capital Projects and BFI Cllr Jackie Von Brandis paid a visit to the new site of the package plant which was installed in record time. “We are extremely grateful for the work of Civil Engineering Services that managed to complete the installation of the package plant in such a short time to assist the town with portable water,” said Cllr Von Brandis.

Why are the stricter water restrictions necessary?
The problem is twofold with the Garden Route as a whole on alert that our raw water sources such as the Garden Route dam are being affected by low rainfall  – the Garden Route dam volume dropped to 45.8% last week and although rainfall of 123 mm was measured over the last 7 days (from Monday 12th December) the dam  volume has only increased to 57.43% as measured Monday 19 December,  which gives us a grace period for which we are thankful but does not resolve the water scarcity entirely. At 57.43% the available volume is equal to approximately 165 days of raw water supply. It is expected that the volume may increase slightly with the post-rainfall runoff.

The Municipality is in the process of reviewing the Bulk Raw Water Resources Study that considers all potential resources. The public cannot assume that because we have been blessed with a short spell of decent rain that they can continue to use drinking water indiscriminately. We have no guarantee of what the rainfall patterns will bring over the next few months and we need to conserve what we have received.

The other problem lies with the production of treated drinking water – the old water treatment works (Circa 1950) is not producing drinking water at it’s original design capacity, and the Denneoord Water Treatment Works can currently produce 20Ml/day provided this is not affected by the extended ESKOM loadshedding we are currently experiencing. Remedial works is planned at both the old water treatment works and the Denneoord water treatment works to optimise the capacity of these two existing plant.

However, if residents, holidaymakers, business and industry do not reduce their daily use of drinking water there is a possibility of us running into difficulties as the demand may exceed the capacity to supply sufficient drinking water. As previously reported the construction of an additional 20Ml/day Water Treatment Works (treats raw water to drinking water standard) is underway but completion only expected for 2025.

Public Notice: Stricter Water Restrictions effective immediately

George Executive Mayor Leon Van Wyk has today, 14 December 2022 confirmed that following the Public Participation period which closed on Monday 12 December, the stricter water restrictions and emergency tariffs as approved in Council on 24th November 2022, will be implemented. All comments received will be responded to and the public is thanked for their input and continued co-operation in reducing consumption of our potable (drinking) water.

A day of prayer for rain is due to be hosted on Friday 16th December at the Garden Route Dam from 11h00. We encourage residents to participate.

Applicable to George and surrounds, excluding Uniondale and Haarlem.

The immediate measures to be adhered to are as follows:
1. Households limited to 15 kilolitres per month.
2. Other users, businesses and entertainment industries must reduce consumption by 15% of average use of previous six months. This includes commercial car washes and other businesses dependent on municipal water.

  1. Industries must reduce consumption by 10% of average use of previous six months.
  2. Gardens may only be watered with water cans or buckets, any time of day.
  3. Irrigation/watering of ALL sportfields using municipal water is prohibited.
  4. Washing of vehicles with a garden hose using municipal water is prohibited. Buckets are allowed.
  5. Cleaning of any outside surface areas using a water hose (municipal water) is prohibited.
  6. Filling up of swimming pools with municipal water is prohibited.
  7. Where own water from a borehole, water tank etc is used, “OWN WATER” signage must be displayed.
  8. Emergency tariffs will be implemented as per 2A of the 2022/23 tariff list.
  9. Flow reducing devices shall be installed where limits are exceeded.
  10. Contraventions are liable to a fine or six month’s imprisonment.

  • GO GEORGE bus drivers are required to give enough warning by using indicators or hazard lights when they plan to stop.

George achieves another Clean Audit

The Auditor-General advised late last week that a clean audit for 2021/22 has been achieved by George Municipality. Chief Financial Officer, Riaan Du Plessis expressed his gratitude for the results and confirmed that this is testament to the hard work being put in by the administration to continuously improve service delivery whilst also maintaining the highest quality in our administrative processes.

“There remain further improvements to be made to continue our drive to modernise the municipality’s administration, but we are confident that the leadership and guidance of the Executive Mayor and Municipal Manager will direct us in the way forward, just as it did during the past financial year. The commitment and exceptional effort by our staff is inspirational and sets a sure foundation for us from which to grow George Municipality to be the best intermediate city in the South Africa,” he said.

Municipal Manager, Dr Michele Gratz noted that the management team is working hard to create a performance-driven municipality and improve service delivery. “This Auditor-General report acknowledged the great strides which the municipality has made over the past two years and specifically commended the implementation of consequence management to ensure officials do their work diligently and efficiently. Thank you to the management team and all officials involved for the commitment and hard work to achieve a clean audit, an outcome which very few municipalities achieve. We are committed to clean governance and will strive to continue to improve on systems and processes.”

Ald Leon Van Wyk offered his congratulations and expressed his thanks and appreciation to the Municipal Manager, CFO, Finance team, Directors and officials who have all contributed to this team effort. “During the past year we have worked towards the modernisation of systems while also tackling some major improvements in infrastructure and services as part of the turnaround. The achievement of a clean audit is therefore something special. The Clean Audit also cements access to additional Grant opportunities that we are applying for, that will benefit the broader George community and especially those areas requiring improvements.”

Portfolio Councillor for Finance, Dirk Wessels said that he was enormously proud to be a part of this team. “As MMC I am delighted with the audit outcome, it shows the municipality is on the right trajectory in the quest to be the best municipality in the country. I would like to thank the administration for the amazing work undertaken in difficult circumstances.”

THEMBALETHU ROLL-OUT UPDATE: ACTIVATION OF ROUTES COMING SOON

Preparations for the GO GEORGE bus service to roll out to Thembalethu are well under way but activation of services to this area unfortunately did not make the November goal as planned.

According to George Executive Mayor, Alderman Leon van Wyk, the George Integrated Public Transport Network (GIPTN) submitted an item at the last Council meeting. The item stated that the announcement of the November date had allowed critical progress to be made but that more time is needed to ensure a smooth roll-out.

“As stated in my earlier announcement, discussions about existing agreements would continue with stakeholders,” said Van Wyk. “However, in the weeks following the announcement, new and unrealistic demands have been put on the table by these parties, some of which have created potential safety risks that are being addressed. Government remains committed to the previous undertakings made to both parties, but the team is now re-aligning all resources towards roll-out.

“The expansion of service to Thembalethu is happening. We are literally in the process of roll-out. The majority of taxi operators have come forward to honour their original agreements to turn in their licences for compensation, but a little more time is also required to conclude this process. Eleven additional buses have been delivered; construction of infrastructure in Thembalethu is almost complete; top-up vendors are being recruited. Thembalethu communication champions have been appointed and are engaging with prospective passengers, and residents will soon see buses driving through the area testing schedules and routes,” Van Wyk said.

The Council resolution states that service should roll out as soon as possible with a further announcement to be made at least one week before the activation of the routes.

The programme is from 14:00 and 20:00. Seats are limited, so be sure to get there early for this festive community event!

The Garden Route Botanical Gardens in George is home to the Garden Route Birds of Prey Rehabilitation Centre and the Marshmallow Cafe.

George libraries have been impacted by technical issues affecting all non-metro libraries throughout the entire Western Cape. The Sita Library and Information Management System (SLIMS) has been unavailable since 15 November. The impact on service delivery to library users is highly regrettable. All of the George public libraries remain open and will going forward implement manual procedures for the issue and return of books. Internet, WI-FI facilities and the inhouse use of the libraries remain available to all patrons.

Audio and eBooks are available from your local library for free! Libby is the newer library reading app by Overdrive. Patrons are required to download the APP from their play store or via the website link. The patron searches for their local library and is able to browse the collection of Audio and eBooks and make a selection.

New Traffic Manager Appointed

Janine Wells has been welcomed into the  George Municipality as Traffic Manager on the 1st December 2022. She has joined us with 21 years’ experience in Local Government (Traffic Services) of which 13 years were held in managerial positions.

Janine has extensive knowledge and experience in the management of road safety (accident response; public transport; speed enforcement & general enforcement), Driving License Testing Centre, Vehicle Testing Station, Court Section, Motor Vehicle Registrations, parking management and Bylaw enforcement. Ms Wells is a career driven individual with strong managerial and leadership skills which will put her in good stead for the busy festive season ahead.

New Civils Director for George

George Municipality welcomes newly appointed Civil Engineering Director, Jannie Koegelenberg who started with us a month ago and has enthusiastically thrown himself into the position. He hails from Oudtshoorn with a long track record of working within the Southern Cape and on a number of projects with the George Municipality Civil Engineering officials.

Jannie noted that the city of George is growing at a rapid rate. “Civil engineering infrastructure forms the heart of a City and has a direct impact on all residents’ lives on a daily basis. Our aim at Civil Engineering Services is to be an institute of excellence that develops world class sustainable and innovative infrastructure, through advanced smart/digital engineering,”

Mr Koegelenberg obtained his Civil Engineering degree (Cum Laude) at the University of Stellenbosch in 2002 and started his career at BKS (now Aecom) in Pretoria, moved to Stewart Scott International and then Black and Veatch (a leading US consulting engineering firm) before returning to George in 2007 to join SSI now Royal HaskoningDHV. Adding to his skillset, he obtained his Bachelor of Commerce with specialisation in Financial Management through the University of South Africa (UNISA) in 2010.

In 2011 Jannie was appointed as Office Manager for the George SSI office and later also for the Knysna SSI Office. In 2014 he was appointed as the Principal in Charge for the Southern Cape Region until the company changed the management structure in 2016.

“I have worked in close collaboration with the municipal sector my entire career with many years focussed specifically on the important projects here in the Southern Cape. I was the project manager and engineer for various George Municipality projects, and I have successfully completed these projects. I know the George municipal infrastructure very well and am well acquainted with many of the staff members at the municipality on a professional level, “ he said.

Jannie serves on the Executive Council of Institute of Municipal Engineers of South Africa (IMESA) and was recently appointed as the national treasurer for the institute. He also serves on the management committee for the South Cape Karoo branch as the treasurer. He is married to Ilza and has two daughters Suane’ and Mienke. As a family they are active and love being outdoors. Jannie is an avid mountain biker and enjoys hiking, running, gardening and doing projects around the house.

NOTICE NR. T/ING/029/2022 Emergency Water Tariffs 2022/23

This notice serves to notify all interested parties of the following:

On 24 November 2022 the Council of the City of George determined, in terms of the George Municipality Water Services By-Law to Limit or Restrict the Use of Water that enhanced Water Restrictions as provided below will be implemented, and Emergency Tariffs as published in the George Municipality’s List of Tariffs, 2022/23 will be charged as per the Water Tariffs, Section 2.

WATER RESTRICTIONS

  1. Emergency tariffs shall be implemented immediately, as published in the annual tariffs list, as per 2A, and per category of user;
  2. Emergency tariffs shall become effective after notice thereof for a period not exceeding two weeks prior to the effective date, and per the provisions of Section 4 of the Water Services By-law to Limit or Restrict the Use of Water;
  3. Each household shall be limited to 15kl/month;
  4. Other users, businesses and the entertainment industries shall reduce consumption by 15% of the average use over the previous 6 months. Failure to comply will result in a fine as published in the annual tariffs list;
  5. Industries shall reduce consumption by 10 % of their average use over the previous 6 months. Failure to comply will result in a fine as published in the annual tariffs list;
  6. Flow reducing devices shall be installed where the above limits are exceeded. Except for a registered indigent household, the offender will be charged for the cost of the installation;
  7. The public awareness campaign shall be intensified;
  8. Consumers shall be closely monitored, and specifically those that do not heed the restrictions identified;
  9. Gardens may be watered using only watering cans or buckets, any time of day;
  10. Any person who contravenes these restrictions is guilty of an offence and is, upon conviction, liable to a fine as published in the annual tariffs list, or six months imprisonment;
  11. Secondary offenders will be liable to an additional fine as published in the annual tariffs list;
  12. Garden Route DM Disaster Management shall be approached, and requested to inform Provincial Disaster Management of the situation and request that support be provided where required;
  13. Emergency procedures may be followed, where legislation permits it, e.g. with the procurement of goods and services, appointment of personnel/service providers;
  14. A Finance task team shall be formed to monitor usage and identify high users;
  15. A 24-hour complaint line is already in place where whistle blowers can report offenders, on 0800 424477;
  16. Council is requested to provide political support.

The 2022/23 Tariff List makes provision for fines as referred to in the above restrictions, as follows:

Water restrictions:  Admission of guilt fines are in accordance with Section 6, read with section 4 of the Water Services By-law to Limit or Restrict the Use of Water, and AS PER MAGISTRATE’S TARIFFS.

Emergency tariffs to be implemented:

  1. a) First free 6kl per month for domestic households only.
  2. b) All residential consumption, and businesses consuming below 100kl/month, to be charged as per the tariffs below.
  3. c) All other users to be charged 1,5 x the water tariff as published in the annual tariff list.
  4. d) The maximum allowable residential use be reduced to 15 kl / household / month.

Areas with high water pressure and/or high consumption will be identified for the installation of pressure reduction and/or flow reduction mechanisms, including individual properties in the case of violations of the water restrictions. The cost of the device and the installation thereof will be for the cost of the violator, except for registered Indigents where devices will be installed free of charge.

On properties where use is made of own water, e.g. from a borehole or rain water tank, a clear notice with the words “OWN WATER” must be displayed on the property.

The above-mentioned water restrictions and emergency water tariffs will be applicable for water usage as from the date of final publication.

 WATERBEPERKINGS

  1. Noodtariewe sal onmiddellik geïmplementeer word, soos gepubliseer in die jaarlikse tariewelys, soos per 2A, en per kategorie van verbruiker;
  2. Noodtariewe sal tot stand kom na kennis daarvan vir ‘n tydperk van hoogstens twee weke voor die implimenterings datum, en volgens die bepalings van Artikel 4 van die Waterdienste-verordening om die Gebruik van Water te Beperk;
  3. Elke huishouding sal beperk word tot 15kl/maand;
  4. Ander verbruikers, besighede en die vermaaklikheidsbedryf sal verbruik met 15% van die gemiddelde verbruik oor die vorige 6 maande verminder. Versuim om te voldoen sal lei tot ‘n boete soos gepubliseer in die jaarlikse Tariewelys;
  5. Nywerhede sal verbruik met 10 % van hul gemiddelde verbruik oor die vorige 6 maande verminder. Versuim om te voldoen sal lei tot ‘n boete soos gepubliseer in die jaarlikse Tariewelys;
  6. Vloeibeheertoestelle moet geïnstalleer word waar bogenoemde perke oorskry word. Behalwe vir ‘n geregistreerde Deernis huishouding, sal die koste van die installasie van die oortreder verhaal word;
  7. Die openbare bewusmakingsveldtog sal verskerp word;
  8. Verbruikers sal fyn gemonitor word, en diegene wie nie ag slaan op die beperkings sal geïdentifiseer word;
  9. Tuine mag enige tyd van die dag met slegs gieters of emmers natgemaak word;
  10. Enige persoon wat hierdie beperkings oortree is skuldig aan ‘n misdryf en is, by skuldigbevinding, aanspreeklik vir ‘n boete soos gepubliseer in die jaarlikse tariewelys, of strafbaar met ses maande gevangenisstraf;
  11. Sekondêre oortreders sal aanspreeklik wees vir ‘n bykomende boete soos gepubliseer in die jaarlikse Tariewelys;
  12. Tuinroete Distrik Munisipaliteit Rampbestuur sal genader word, en versoek word om Provinsiale Rampbestuur in kennis te stel van die situasie en te versoek dat ondersteuning verskaf word, waar nodig;
  13. Noodprosedures kan gevolg word, waar wetgewing dit toelaat, bv. met die verkryging van goedere en dienste, aanstelling van personeel/diensverskaffers;
  14. ‘n Finansiële taakspan sal saamgestel word om verbruik te monitor en hoë verbruikers te identifiseer;
  15. ‘n 24-uur klagtelyn is reeds in plek waar die publiek oortreders kan aanmeld, by 0800 424 477;
  16. Die Raad word versoek om politieke ondersteuning te bied.

Die 2022/23-Tariewelys maak voorsiening vir boetes soos na verwys in die bogenoemde beperkings, soos volg:

Waterbeperkings: Erkenning van skuld boetes is in ooreenstemming met Artikel 6, gelees met artikel 4 van die Waterdienste-verordening om die Gebruik van Water te Beperk, en SOOS PER LANDDROS TARIEWE.

  1. Eerste gratis 6kl per maand slegs vir residensiële huishoudings;
  2. Alle residensiële verbruik, en besighede wat minder as 100kl/maand verbruik, moet volgens die tariewe hieronder gehef word.
  3. Alle ander verbruikers sal 1,5 x die watertarief soos gepubliseer in die jaarlikse tariewelys gehef word.
  4. Die maksimum toelaatbare residensiële verbruik word verminder tot 15 kl / huishouding / maand.

Bogenoemde waterbeperkings en nood watertariewe van toepassing wees vanaf die datum van finale publikasie. .

ESKOM LOADSHEDDING UPDATE – Friday, 02 December 2022

Owing to the breakdown of six generating units at five power stations, the need to conserve emergency generation reserves, as well as the delay in returning to service numerous generating units, Eskom will implement continuous Stage 2 loadshedding from 16:00 until further notice. Eskom will publish a further update as soon as there are any significant changes.

The intended Water Restrictions and applicable Emergency Tariffs have been made available for public comment for a period of 14 days with notices published in the local media.

Launching QR Codes – Your safety is important to us this festive season!

Executive Mayor Leon Van Wyk is pleased to announce a new initiative of the George Tourism Department to assist visitors and locals alike with festive safety information.  “In our preparations for this year, we will be making use of QR codes that will provide access to websites containing information on tourist activities and events, important municipal contact details as well as water and other safety tips for our visitors. These QR codes give easy access via mobile phone, as we often don’t have a brochure on hand, when we most need it.  This method also assists in keeping our festive season earth friendly as we save on printing costs of various publications, as well as keeping the town clean and green.“

The municipality has created QR codes for three webpages  – one is a link to George Tourism for easy access to information on events, activities, accommodation etc; one is a link to the Municipal Website with the most important contact details any homeowner, holiday renter etc would need during the festive season and finally the third is a link to a Visitor Safety page on the municipal website which gives you information on safety at our beaches, safety in our mountains as well as a list of emergency contacts.

The QR Codes will be publicized extensively by means of posters up at our beach facilities, flyers handed out at roadblocks and tourism site activations to be held throughout George, printed in the George Holiday Guide due out by the 15th December 2022,  and on all of our municipal and tourism social media sites.

The information on the website can be updated immediately if needed and will be supplemented by the daily George Festive Monitoring Committee meetings which start off on 1 December and will be attended by municipal as well as external stakeholders such as NSRI, SAPS, SANParks and others. The purpose of the daily meeting is to assess available resources, identify possible risks  and to put in place actions plans to address these risks so as not to impact on our holidaymakers. Our goal is to ensure consistent service delivery during this busy period and to keep George running as efficiently as possible.

What is a QR Code
A QR code works similarly to barcodes at the supermarket.  Each QR code consists black squares and dots which represent different pieces of information. When scanned, the unique pattern on the barcode translates into human-readable data. Scan the code using your phone’s camera or make sure you have a QR Code scanner app installed.
