ESKOM LOADSHEDDING CHANGE IN STATUS, 19 October 2022 @ 17h31

Stage 3 loadshedding will be implemented at 16:00 on Wednesday and Thursday. In order to replenish the dam levels at the pumped storage stations, this load shedding will be extended until 05:00 (previously midnight). PUBLIC NOTICE: New Drive Through Motor Vehicle Licence Service available soon– this is how it will work!

George Municipality will soon boast with a brand-new Motor Vehicle and Registration (MVR) satellite office which includes a drive-through service for license disk renewals – a first in the Western Cape Province. The building is located next to the Blanco Community Hall.

The new Motor Vehicle and Registration satellite office will handle bulk MVR services at the inside counters, and the innovative drive-through service will only be for customers to renew up to a maximum of two Motor Vehicle Licence’s at a time. The official opening date for the site is expected in November 2022.

Drive Through Services
1. ONLY Motor Vehicle Licence Renewals can be done at the Drive-through window. (All other transactions must be handled at the Hibernia Street premises.)
2. An official on site will guide vehicles and proceedings at the drive-through in the initial stages.
3. Please have your MVL2 printout or notice number ready. You cannot be assisted without this documentation. (Please note the Road Traffic Management Corporation (RTMC) no longer allows you to print a copy of your MVL2 from E-Natis.)
4. Please note a maximum of two licenses can be processed per visit, per person.
5. No cash payments will be accepted, payment is via card only.
6. You must as a vehicle owner, REGISTER on E-Natis in order to receive a notification of the expiry of your MVR.

This is how you register on E-Natis:
Start by registering a profile online at https://online.natis.gov.za/#/

Choose between registering as a business or individual.
1. Enter the following details for Individual: Identification type, Identification number, Initials and Surname.
2. Enter the following details for businesses: Business/Company details – Identification type, Identification number, Company name. Proxy details – Identification type, Identification number, Initials, Surname.
3. Please enter the CAW number of any of the vehicles registered in your name/company name in order to register and then proceed to the next step.
4. Enter your latest cellphone number and E-mail address accurately, along with your chosen Username and password and click on NEXT.
5. You or your company are now registered on the online E-Natis system and will receive your Electronic MVL2 via E-mail or Notice number via SMS, a month in advance of your motor vehicle license expiry date. (Please note the Road Traffic Management Corporation (RTMC) no longer allows you to print a copy of your MVL2 from E-Natis.)
6. The amount for the renewal of your vehicle will be on the MVL2 Notice along with all your motor vehicle particulars.
7. If you have previously registered on E-Natis, please ensure that your most recent E-mail address and cell phone number is updated in order to receive notification of your license expiry.
8. Once you receive either an MVL2 notice via E-mail or Notice number via SMS, you may present this to the licensing office for your renewal.
9. Please note that OVERDUE licenses may not be renewed with the MVL2 and Notice number. A green ALV form is required to renew OVERDUE licenses and cases where the Owner/Company did not receive any of these notifications.

George Municipality warmly congratulates Overstrand Municipality on the announcement of their winning the Green Economy Change Champions Event for 2022.

Our Electrotechnical Department is proud to have been nominated as one of the top five green sustainability initiatives with their Electricity Wheeling Project.

The Green Economy Change Champions event is hosted by GreenCape and the Friedrich Naumann Foundation for Freedom (FNF).

“Our wheeling project remains a pioneering first step for George towards a competitive energy market. Looking into the future, this may lead to an energy model where different energy generators supply power to the end-users making use of the existing Municipal infrastructure. This will also provide an opportunity for more renewable energy sources to be introduced to the Municipal grid. The result would be a reduction of dependency on carbon-based fuels as well as relieving the burden on Eskom to generate,” said Daniel Greeff, Deputy Director: Planning and Design for Electrotechnical Services.

PUBLIC NOTICE: Compliance checks to be undertaken for Safety Reasons

George Municipality is concerned with the increase in building and residential fires over the past few weeks. Although the reasons are not yet determined there is always a possibility that it could be because of a combination of wear and tear on electrical equipment related to the impact of Loadshedding. Business and building owners have installed generators and batteries etc to keep their businesses functioning, which is understandable, but our concern lies with the safety implications. Business  and building owners are to note that the municipality will implement a combination of Fire, Building Control and Electrical compliance inspections throughout George over the next few weeks. These inspections will all be undertaken as walk-ins and appointments are not required.

 

George Fire Brigade and Disaster Management:
The George Fire Brigade will be implementing checks on various buildings throughout George over the next few weeks to inspect Fire Safety Equipment which includes hose reels, fire extinguishers, relevant Signage, Emergency Exits and Fire Safety Certificates.

The Fire Department will issue a written warning with a 14 or 21d ay notice to rectify the problem. Should the issue not be rectified a fine will be issued in Terms of Section 57 of the Criminal Procedures Act 1977 (ACT 51 of 1977). Fines range between R500 and R1500 and are issued by the George Fire Department.

Building Control:
Our Building Control offices will be sending inspectors out to implement  the following compliance checks in terms of the National Building Regulations and Building Standards Act, 103 of 1977.

  • A visual inspection will be conducted to determine whether the structural integrity of the building/s has been compromised. Should there be evidence that the structure has been compromised, a Structural Engineer to be appointed to investigate and confirm the extent of the structural damage and to provide guidance as to the remedial action to be taken by the property owner/s.
  • Determine the possibility of any hazardous asbestos materials on site. Should any hazardous asbestos be found, a registered asbestos removal contractor to be appointed to dispose thereof. Confirmation that the asbestos has been disposed of at a registered asbestos waste site to be submitted by the property owner.
  • To determine whether building plans are available for the affected  structures on the property.
  • To determine whether a certificate of occupancy has been issued for the affected structures on the property.
  • The general health and safety of the inhabitants/users are of utmost importance and therefore all buildings must comply with the requirements of the legislation.

 

Fines which can be imposed could be imposed will be charged as per the National Building Regulations and Building Standards Act and the approved municipal tariffs until such time as the proposed fine list has been approved by the Magistrate.

2.1 Building Plan tariff payable where building work has started on a property without prior building plans approval.

2.1.1      5 X Additional standard building plan fees are payable before the building plan application will be approved in all cases without exception (with a minimum charge of R10 000,00), except for the cases as provided for in 2.1.2 hereunder.

2.1.2      In cases of minor building work (as stipulated in the NBR) 5 x additional standard building plan fees are payable before the building plan application will be approved, including swimming pools, carports, shade ports, boundary walls, internal/external alterations, irrespective the square meters.

2.2. Tariff for certificate of occupancy payable where building has been occupied without the prior issuing of a Certificate of Occupation. New buildings only. A total of 50% of the applicable building plan fee with a minimum charge of R5 000,00.

Electrotechnical Services:
The Electrotechnical Services department will be carrying out compliance inspections in terms of the Municipal Electrical Supply By-laws and SANS10142-1 and will review premises for the following:

  • Identify possible electric shock or fire hazards.
  • Highlight any overloaded or faulty electrical installations.
  • Find out whether any earthing or bonding is necessary.
  • Check for outdated installations and advise accordingly
  • Any immediate dangers must be inspected and Electrical supply is switched off immediately should a building/premises not be compliant.

The municipality is entitled to issue any tamper fees should they be applicable and further noncompliance will be reported to the Department of Labour  who will exercise the relevant fines applicable.

15 October 2022: Herlaai at the Outeniqua Park Stadium in George
This Saturday, Herlaai is bringing an epic line up of Afrikaans artists to George! Don’t miss Refentse, Spoegwolf, Bok van Blerk, Elandré and others for an evening of loud and live music concerts and Afrikaner ‘gees’! The gates open at 2pm with shows starting at 4:30pm. 15 October: Outeniqua Chair Challenge
The OCC, a wheelchair race exclusively for disabled athletes and one of George’s most loved events, is also taking place this weekend. Athletes in racing wheelchairs, adapted bicycles, hand cycles, basketball chairs and ordinary wheelchairs participate in this premier South African sporting event, with athletes travelling from as far as Namibia, Ghana and Zimbabwe. There is a 42.2km marathon, 21.1km half marathon, 10km race and 5km events, starting between 6:30am until 2pm at Carpe Diem School.  It’s not too late to get involved! 15 October: Prince George, from Prince Albert to George
Travel 165km from the Karoo to the Coast in the Prince George MTB, covering vast landscapes including a world heritage site and two mountain ranges!  This monumental race traverses the Swartberg Mountains at the northern slopes in the Great Karoo, goes through the Klein Karoo region, over the Montagu Pass with dense forest plantation and finishes at the coast in George.  This non-technical route still has space for a few line entries at registration. Spectators can look forward to high performance surfing at ‘Vic’ Bay.

27-30 October: South African Surfing Championships at Victoria Bay in George
The 56th South African Surf Championships will be held on our very own home turf at Victoria Bay, where our beach hamlet has become a popular contest venue in South Africa.  This premier event is our country’s best-of-the-best; the competition every surfer wants to win.  8 surfing districts from across the country compete for the overall winning team, and surfers will also be individually competing for the Men’s and Women’s Crown Champions titles. The 48 men and 24 women participating athletes represent talented former and current National Team members and champions. The event is presented by Surfing South Africa, the national governing body for the sport, and hosted by our very own Eden Surfriders.  Spectators are welcome!  Make your way down to Vic Bay between 7am – 5pm on the Friday and Saturday, with Finals expected to take place at 2pm on the Sunday.  Follow the action via the Eden Surfriders Facebook page.

NATIONAL TRANSPORT MONTH – GO GEORGE has become integral part of the George landscape

 

Transporting 16 070 passengers per weekday, the GO GEORGE bus service has become part of the daily routine for a large part of the George community who can now travel freely from different parts of town to attend school, go to work or medical facilities, do their shopping, or visit relatives and friends.

Over the past year, from September 2021 until August 2022, GO GEORGE buses have travelled 5 692 713 kilometres, operated 357 537 bus trips, and conveyed 4 580 776 passengers.

Bus fleet
Having started out with 10 buses in December 2014, the GO GEORGE fleet currently consists of 54 standard buses, 33 midibuses and 35 minibuses. Additional buses will be available for the Thembalethu service.

Road network
The road network coverage on the current 26 routes is 142 kilometres, with the expansion to Thembalethu adding another 30 kilometres. This is the total length of the roads travelled on by GO GEORGE buses. Road upgrades are continuously being done on these roads as funding allows. This includes roads that are currently being used to provide the public transport service as well as roads that will be needed in future for the service.

Passenger satisfaction counts
An annual, independent survey is conducted among users of the bus service to determine the overall socio-economic impact of GO GEORGE in three main areas: macro-economic, transport economic, and socio-economic impact.

The latest results have confirmed that most passengers are pleased with the GO GEORGE service and the opportunities it provides in terms of accessibility and mobility. They appreciate the flexibility of the system, and say it is safer and more secure and affordable than their means of transport before the implementation of the GO GEORGE service

User satisfaction scores have improved significantly from the previous year, confirming the continued commitment from GO GEORGE to provide a public transport service of high quality, resulting in a positive passenger experience.

Accessibility scores high
With accessibility such a high priority for GO GEORGE, it was gratifying to learn that all passengers with disabilities and 98% of passengers with other special needs find GO GEORGE very accessible, both at bus-stops and on board the buses, addressing their travel requirements. It was interesting to note that 40% of interviewees indicated that they have special needs when travelling. This includes people who are elderly, pregnant, travelling with small children or experience some form of mobility challenge.

Passengers are also satisfied with the proximity to bus stops, both from their home and destination. Considering that less than 30% of George residents have access to a private car, GO GEORGE is dedicated to ensuring that residents have access to the transport system.

Affordability
By using GO GEORGE, passengers have noted that they have more money available for other needs. The fact that passengers do not pay again to transfer between buses within one hour from starting their journey, contributes to a saving on their total travel expense, and reducing their monthly travel expenses.

“This is the kind of feedback we want to hear,” commented James Robb, Acting Public Transport Oversight Official of the George Municipality. “The prioritisation of public transport investment is no longer a nice to have; it is an absolute necessity. Government subsidises public transport – GO GEORGE trips included – so that nobody should have to turn away a job opportunity because they cannot afford to travel to work.”

MAINTENANCE ON THE STANDBY GENERATOR & THE UNINTERRUPTABLE POWER SUPPLY (UPS) FOR A PERIOD OF THREE (03) YEARS FROM DATE OF APPOINTMENT

Notice is hereby given in terms of section 116(3) of the Local Government Act: Municipal Finance Management, Act 56 of 2003, that at a Council meeting to be held on 27 October 2022where Council will consider approving the extension, for the maintenance on the standby generator & the uninterruptable power supply (ups) for a period of three (3) years from date of appointment.

The agreement to extend will be valid until a new service provider has been appointed. Tender ENG009/2022 is in the process of being finalized to appoint the new service provider.

(Please note the dam level indication is based on the spillway and dam wall height before it was raised, the latter is the new unofficial estimation based on preliminary calculations ahead of re-calibration of the dam. Re-calibration has commenced and is dependent on several factors. Adjusted official readings will be implemented and reported once new capacity has been confirmed, the time period of this is unknown).

The immediate measures to be adhered to are as follows:

  • Mechanical or automatic irrigation/watering devices or sprinkler systems for gardens are prohibited. Gardens may only be watered with a handheld hose from 19h00 – 21h00 (September – April) and 17h00 – 19h00 (May – August)
  • Mondays/Thursdays: Even-numbered households ONLY
  • Tuesdays/Fridays: Uneven numbered households ONLY
  • The irrigation or watering of all sports fields is prohibited.  Exemption applies only for golf course greens, bowling greens, and cricket pitches daily between 19h00 – 21h00.
  • The washing of vehicles using a handheld/garden hose, except by a commercial enterprise, is prohibited.

George Municipality wins AMEU Award 2022

George Municipality has been announced as winner of the Top Performing Municipality (Category B Municipality) by the Association of Municipal Electricity Utilities (AMEU) on 4th October. The  68th AMEU Convention hosted in the first week of October ended with a gala dinner and the award was presented to Electrotechnical Services Director, Bongani Mandla as part of the AMEU President’s Legacy Awards Programme.  The award celebrates the Electrotechnical Services department of a top performing category B municipality with the focus on revenue management, repairs and maintenance, infrastructure capital expenditure, electrification amongst other areas.

The participating municipalities were compared on a number of aspects where performance had to be indicated. These aspects included non-technical losses, which are measure d by subtracting the technical losses from our total Losses. George Municipality performance in this regard equated to 4.87%. Other aspects reviewed were revenue collection, electrification of formal houses as well as un-proclaimed areas, indigent customers with access to Free Basic Electricity, Unplanned Outages that are restored to supply within industry standard timeframes and capital expenditure.

MAYOR OF GEORGE CALLS ON CITIZENS TO PARTICIPATE IN THE GREAT SOUTHERN BIOBLITZ COMPETITION

 

As part of enhancing biodiversity awareness the Executive Mayor of George, Alderman Leon van Wyk encourages the citizens of George and the Garden Route to participate in the Great Southern Bioblitz (CSB) competition that will run between 28 – 31 October 2022.

According to Christine Ridge-Schnaufer of The Wildlife and Environment Society of South Africa (WESSA) Eden, the ‘Great Southern BioBlitz’, or ‘GSB’ for short, “is an international period of intense biological surveying to record all the living species within several designated areas across the Southern Hemisphere in Spring.”

“The purpose of this event is to highlight both the immense biodiversity spread across the Southern Hemisphere in the flourishing springtime, as well as to engage the public in science and nature learning using the citizen science platform iNaturalist,” said Ridge-Schnaufer.

“By the end of October, the natural world is on full throttle. Flowers are blooming, insects are emerging, birds are singing, and reptiles are coming out of their winter hibernation. It makes sense for the Southern Hemisphere to observe life at this time of year. The Garden Route has participated in the international City Nature Challenge (CNC) and GSB since 2020 and has been amongst the leaders for biodiversity each time – not really surprising.”

To mark the end of Tourism month (September), Mayor van Wyk visited the Garden Route Botanical Gardens in George on the 27th of September, as one of the sports to show off tourism attractions in George. Cornè Brink of the Garden Route Botanical Gardens took Mayor van Wyk through the tour.

“As the George Municipality, we encourage all the citizens in the George young and old to take pictures using cameras and cellphones of all natural living things on the iNaturalist website throughout the Garden Route Municipality,” said Mayor van Wyk.

“I think it would be great if all of us take a little look at nature out there and start recording this and be part of this whole competition in this wonderful and beautiful natural world we live in.

It is important to know how many wild animals and plants can be found in the area. Are there any threatened species? It is all about Conservation, sustainability, community involvement, making a difference, thinking global and acting global, and of course just wanting to be out in the veld too!

Photos / Observations can be taken using a cell phone or camera (with GPS data) and after registering on iNaturalist www.inaturalist.org must be uploaded onto the website.

Online tutorials are available and answers to any questions can also be found online.

The artificial intelligence of iNaturalist helps with Identifications but is not infallible.

BUT hundreds of experts internationally use iNaturalist (e.g. SANBI) and search for new observations of their specialist field and fine-tune Observations made by Citizen Scientists (you and I !) –  depending on the quality of the photos. And all free of charge.

As each individual becomes more familiar with the functions of iNaturalist, more and more nodes of information can be found, studied and extracted.
