 UPCOMING EVENTS
2023 is our year to shine. George is taking to the global sporting stage!  Two international events of significance are taking place right here, in our home paradise – the MUT by UTMB® and the ITPF Tent Pegging World Cup.

Celebrity South African trail runner, Ryan Sandes, training in the Outeniqua Mountains in 2021 in preparation for Mont Blanc, the penultimate UTMB® event.

 MUT (Mountain Ultra-Trail) BY UTMB®
At UTMB® events, participants take part in the most beautiful trail running events on the planet, in the world’s most iconic places.  What an honour that George is now included in this elite group of only 30 global trail running events.  The MUT by UTMB® is the first and only event on the African continent to be part of the World Series Finals.  This event takes place in the Outeniqua Mountains, with the Mut Miler (165km), Mut 100 (100km), Mut 60 (60km), Mut Marathon (42km- sold out), Mut Challenge (24.5km – sold out) and Mut Lite (9km) taking place between 26 – 28 May 2023.

ITPF TENT PEGGING WORLD CUP 2023
Tent pegging?  No, this sport does not feature tents.  Formerly known as Gymkhana, this equestrian sport involves horse riding with swords and lances, with which the rider strikes an object at a full gallop.  Taking place at the George Agricultural Show from 21 – 26 August 2023, 9 countries will compete for the ultimate trophy.  45 countries competed in 4 pools, where 2 countries qualified per pool, and South Africa qualified automatically as host country.  South Africa won their pool; therefore 2nd and 3rd place from the pool South Africa was in, were awarded placement.  The qualifying countries are India, Jordan, Oman, Saudi Arabia, Egypt, Yemen, South Africa, Pakistan and Sudan.  A high standard of riding skill is required to gallop a horse at full speed and maintain posture as judges award points for the accuracy with which objects are struck or retrieved.  Make sure to come watch this exciting event!

George moving to award-winning My Smart City App

George Municipality is excited to announce that we are moving over to a new award winning Citizen App  – My Smart City  – which won the award for best enterprise solution in the 2022 MTN App Of The Year Award. Available on the Apple App Store, Google Play Store, or via the My Smart City website (mysmart.city), the platform was built by Acumen Software, and has been successfully launched in a number of the metro’s including Johannesburg, Cape Town, Tshwane, and Ekurhuleni. George Municipality has partnered with My Smart City to bring a tailored one-stop solution to your service delivery needs.

Executive Mayor Leon Van Wyk welcomed the transition to the new App. “George as a city is in the process of positioning itself within the global drive towards smart cities. Technology has the potential to advance the management of cities, contribute to their economic success, and improve the quality of life of its residents. George continues to proactively explore smart city interventions as a means of overcoming the rising challenges of urban development and sustainability, becoming more resilient, innovative and creative.”

George Municipality aims to simplify service delivery and the My Smart City App allows you as the resident to:

The My Smart City – George app will act as a conduit for the resolution of service delivery issues  – your issues are escalated to the George Municipality and captured within our internal fault logging system which provides a reference number and feedback to you, the resident, via the App, allowing you to track your fault without contacting a call centre.

Municipal Manager, Dr Michele Gratz that the My Smart City  – George APP is one of the pillars which George Municipality is using to render a more efficient and effective service. “ The effectiveness of the My Smart City – George Appwill however be determined by residents subscribing and then using the many existing and new features to make communicating and transacting with the municipality easier. It is hoped that residents will embrace the new technology to make their lives easier and to make the municipality more efficient.”

Existing subscribers of the George Municipal App will be notified on the existing App when the current service will be terminated and we ask that you install the new My Smart City – George App to allow for a seamless transition. Details will be provided on how to access the My Smart City-George  App and the QR Code will be available on your monthly statements! Child’s death saddens electrical department

Media Statement: Child’s death saddens electrical department
Issued George Municipality, 14 April 2023

George Municipality extend our condolences to the family of the child electrocuted on Wednesday, 12 April 2023 in Zone 9, Thembalethu. The incident occurred late afternoon and was due to an illegally connected wire. An inquest docket has been opened by the state and the municipality has also opened a police case for infrastructure damage and theft. The Municipality has been unable to establish contact with the parents of the deceased child.

Portfolio Councillor (MMC) for Electrotechnical Services, Cllr Nosicelo Mbete noted that the department is saddened by this latest incident. “The loss of a young life is so unnecessary, we cannot overemphasize the dangers attached to illegal connections. Any kind of electricity ‘tapping’, no matter how small or innocent-looking, is illegal and dangerous,” she said. An operation to remove illegal connections took place in this specific area on 29 March this year. Such operations are undertaken on a regular basis to increase community safety.

To educate the communities and increase community safety, regular safety operations targeted at removing illegal connections.  George Municipality will continue to act decisively in such matters, as the practice of illegal connection puts the perpetrator in danger of electrocution, risking injury and death to themselves as well as the rest of the community. These connections lie across pathways and walkways where anyone passing can easily be electrocuted.

Furthermore, the George Municipality has allocated R10,5million of its own funds into the electrification of informal settlements, and these projects are well under way including a pilot project of electrification of informal settlements using renewable energy.

An electricity connection is considered illegal when it is connected to the George Municipal network without the organisation’s permission. Wires are connected to a mini-substation or overhead pole.  The forms of electricity theft include illegal connections, illegal electrification schemes and meter tampering and bypassing. These illegal electrical thefts are mostly in areas where illegal informal structures are built.

Where people have connected themselves illegally, George Municipality will continue to actively find the perpetrators and lay criminal charges against them. In terms of the Criminal Procedures Act, interference with and the damage to Municipal property could be regarded as sabotage and should someone be found guilty of such an offence, a maximum term of imprisonment of 30 years can follow.

Illegal connections should be reported to 044 803 9222 or 044 801 9222 or after hours on 044 801 6300.

The George Municipality offers a reward for information that leads to the successful conviction of electrical theft and /vandalism in a court of law. The witness will have to go on record to the authorities, giving his/her name and contact details to testify, but his/her identity will be protected. Report to 0860 044 044

ESKOM UPDATE, Thursday, 13 April 2023

As previously communicated, Stage 6 loadshedding will remain in force until further notice. The extension of loadshedding is caused by further breakdowns of generation units and continued shortage of generation capacity due to delays in returning to service some generation units.

Eskom cautions the public that the system remains constrained and that changes to stages might be required at short notice.

Eskom will continue to adjust the stage of loadshedding depending on the level of breakdowns.

Residents of George must please note that with the extended load-shedding, our Electrotechnical Directorate is no longer able to switch the entire city back on at the same time. Our daily notifiable demand from ESKOM has historically been set at 85MVA and on average George would use between 60 and 80MVA, although the municipality must pay ESKOM for 85MVA.

If the power is returned simultaneously to all areas when load-shedding ends, this creates a massive spike or surge in power with all geysers, freezers/fridges/batteries etc drawing power at the same time. With the extended four-hour load-shedding, the spikes for George are consistently reaching 105 – 112 MVA.

Areas will be switched on in sections, on rotation after Load-shedding
Eskom has indicated that unless George can reduce the spikes, they will increase our notifiable demand to the highest actual usage level which will in turn increase the purchase cost to the municipality. Consumers are requested to use electricity very sparingly when power returns after load-shedding (especially a 4-hour slot). The municipality will now in rotation, switch the power on in sections. This means if for example the load-shedding slot is scheduled from 20h00 – 22h30, there is a chance that your area may only come on at 22h45 or 23h00.

Please do not switch high-usage equipment on immediately after Load-shedding
Consumers are therefore urged to turn off high-usage equipment and where possible to not switch on appliances such as stoves and kettles for at least 30 minutes after load shedding. This will reduce the risk of overload tripping on the network and reduce our current high MVA spikes.

Reporting power outages
Please do not phone the Afterhours number or the Electrotechnical Department to report that you have no power immediately after Loadshedding is scheduled to be lifted. Please be aware of the rotational switching on, and wait at least 30 minutes before reporting no power. The directorate will be aware if there has been a possible substation trip which needs to be sorted out.

Rapporteer kragonderbrekings
Moet asseblief nie na die Na-ure-nommer of die Elektrotegniese Departement inbel om te rapporteer dat u geen krag het onmiddellik nadat beurtkrag geskeduleer is om opgehef te word nie. Wees asseblief bewus van die rotasie-aanskakeling, en wag ten minste 30 minute voordat u geen krag rapporteer nie. Die direktoraat sal bewus wees of daar ‘n moontlike substasiereis was wat uitgesorteer moet word.

George Municipality tackles review of By-laws – Land Use Planning By-Law for George Municipality, 2023

In terms of Section 2 of the Western Cape Land Use Planning Act (LUPA), a municipality is responsible for land use planning and must regulate the procedures in terms of how the municipality receive, consider and decide on land use applications.  Following the promulgation of LUPA, the George Municipality developed the Land Use Planning By-Law (LUP) for its municipal area, which was adopted by Council along with a set of delegations relevant to the by-law and was subsequently promulgated in the Provincial Gazette and came into operation in September 2015. During 2021 two minor amendments were made to the By-law, which was promulgated accordingly.

The Western Cape Provincial Government issued proposed amendments to the Model Land Use Planning By-Law, which was, inter alia, based on best practises observed from various municipalities in the Province. The George Municipality subsequently proceeded with the amendment of the George LUP By-Law in collaboration with the amendments recommended  by provincial government.

Public Participation
The public participation process commenced from 14 July 2022 and closed on 15 August 2022, where members of the public had the opportunity to provide their comments and input. Notices making the public aware of the public participation period were advertised on the George Municipality’s website and Facebook page as well as in the George Herald.  Comments received were  revied and the necessary amendments were made. The LUP By-Law was workshopped with Council to provide all Councillors an opportunity for inputs. The draft document was thereafter collated and adopted by Council on 30th March 2023.


The intent of this by-law is to
elaborate and provide clarity on the following aspects pertaining to land use planning:

  1. Compilation, adoption and amendments of a Spatial Development Framework,
  2. Deliniation of the respective land use applications,
  3. Land Use Application Processes,
  4. Public Participation Processes,
  5. Criteria for Decision-making,
  6. Municipal Planning Decision-making Structures,
  7. Tribunals requirements and procedures,
  8. Appeal requirements and procedures,
  9. Provision of Engineering Services,
  10. Development Charges,
  11. Enforcements,
  12. Naming and numbering of Streets.

The following are the most important changes to the current by-law:

  1. Amendments to existing definitions.
  2. New Definitions viz. Registered Planner, Schedule of Rights, Zoning Scheme.
  3. Provision that only professionals registered at a professional Council may submit certain land use applications.

Loadshedding continues to be suspended until 17:00 today. Thereafter, Stage 2 loadshedding (previously communicated Stage 3) will be implemented at 17:00 this afternoon until 05:00 on Sunday.

Loadshedding will then be suspended again from 05:00 on Sunday until 16:00.

SWITCHING ON AFTER LOADSHEDDING – Not all areas will be switched back on at the same time!
Residents of George must please note that with the extended load-shedding, our Electrotechnical Directorate is no longer able to switch the entire city back on at the same time. Our daily notifiable demand from ESKOM has historically been set at 85MVA and on average George would use between 60 and 80MVA, although the municipality must pay ESKOM for 85MVA.

If the power is returned simultaneously to all areas when load-shedding ends, this creates a massive spike or surge in power with all geysers, freezers/fridges/batteries etc drawing power at the same time. With the extended four-hour load-shedding, the spikes for George are consistently reaching 105 – 112 MVA.

Areas will be switched on in sections, on rotation after Load-shedding
Eskom has indicated that unless George can reduce the spikes, they will increase our notifiable demand to the highest actual usage level which will in turn increase the purchase cost to the municipality. Consumers are requested to use electricity very sparingly when power returns after load-shedding (especially a 4-hour slot). The municipality will now in rotation, switch the power on in sections. This means if for example the load-shedding slot is scheduled from 20h00 – 22h30, there is a chance that your area may only come on at 22h45 or 23h00.

Please do not switch high-usage equipment on immediately after Load-shedding
Consumers are therefore urged to turn off high-usage equipment and where possible to not switch on appliances such as stoves and kettles for at least 30 minutes after load shedding. This will reduce the risk of overload tripping on the network and reduce our current high MVA spikes.

Reporting power outages
Please do not phone the Afterhours number or the Electrotechnical Department to report that you have no power immediately after Loadshedding is scheduled to be lifted. Please be aware of the rotational switching on, and wait at least 30 minutes before reporting no power. The directorate will be aware if there has been a possible substation trip which needs to be sorted out.

George Municipality tackles review of By-laws – Outdoor Advertising Management and Control By-Law Review

Outdoor Advertising Management and Control By-Law Review
Council approved the review of the Outdoor Advertising Management and Control By-Law for the George Municipality on 30 March 2023 as well as a public participation process to be followed.

Purpose and objective of the by-law
One of the main purposes of the draft Outdoor Advertising Management and Control By-Law , 2023 to establish a legal framework for outdoor advertising which is cognisant of the uniqueness of George, its surrounding urban centres and rural hinterland, and it’s natural, built and cultural environment as well as constitutional rights.

This by-law aims to positively affirm existing cultural sensitivity; and conserve and enhance the beneficial aspects of the existing natural and built environment. The update of the by-law was also required to meet the requirements of new trends and activities currently taking place within the George Municipal area.

In 2022 an internal working group was established to undertake an analysis and review of the existing by-law. Input was also gathered from state departments and the road authorities to ensure alignment of the bylaw with their policies and regulations relating to outdoor advertising.

The by-law makes provision for:

  • the management and regulation of all forms of outdoor advertising.
  • the protection of the constitutional rights of all stakeholders and foster economic development, to provide for minimum standards and requirements that can be applied to all outdoor advertising applications submitted;
  • to align the legal framework with existing and nationally accepted norms and guidelines governing outdoor advertising in South Africa;
  • and to enable the Municipality to manage outdoor advertising as integral part of it’s natural, economic, legibility and social infrastructure.

PUBLIC PARTICIPATION DETAILS
The notice concerning the reviewed Outdoor Advertising Management and Control By-Law will be published on 13 April 2023 in the George Herald, on the Municipal Website and municipal social media sites. Hard copies will be available at all public libraries in George for review. Feedback is required by no later than 12 May 2023. George Municipality tackles review of By-laws – Draft Building Control By-Law

DRAFT BUILDING CONTROL BY-LAW
Council approved a draft Building Control by-law for the George Municipality on 30 March 2023 and which included a public participation process to be followed.

Purpose and objective of the by-law
The main purpose of the by-law is to supplement the National Building Regulations and Building Standards Act, 1977 (Act 103 of 1977) (NBR & BS) and the National Building Regulations issued in terms of the NBR & BS to ensure uniformity with regard to building standards, the erection of buildings and structure and the submission, consideration and approval of building plans in the jurisdictional area of George Municipality.

The relation of this By-Law with and between the National Building Regulations and Building Standards Act No 103 of 1977, as amended and SANS Codes is aimed at ensuring that the functional regulations contained in the National Building Regulations are deemed to be satisfied insofar as it relates to the relevant SANS codes as stipulated in SANS 10400.

The purpose of this by-law is not only to be able to enforce compliance of The Nation Building Regulations and standards more efficiently but more importantly ensure the health and safety of the property owners and neighbouring properties owners or any interested parties as these standards and means to comply will be clearly set out.  It takes the transparency of regulatory requirements, standards and codes associated with construction practices a step further.

The objective of the by-law is to improve organizational efficiency and articulate the rules concerning the processes and practices in the construction industry that are otherwise not expressed in the Act, thereby providing additional clarity on the aspects addressed in the draft by-law. This intervention is regarded necessary as much of the department’s capacity is spent on corrections required to render a plan suitable for approval.

The proposed by-law elaborates and provides clarity on the following aspects pertaining to building control including: approval required for buildings to be erected; buildings that require approval of the municipality;certificate of occupancy; applications and requirements; offences and penalties; and appeals.

George Municipality is in the spirit of good governance reviewing, updating and or drafting twenty-nine (29) Municipal By-laws. The Constitution of South Africa gives municipalities the power to pass their own legislation, in the form of by-laws, for subject areas. These by-laws hold the same power and force as other national and provincial legislation but are laws managed by the individual municipality in order to regulate the affairs and the services it provides within its area of jurisdiction.

The details of by-laws can differ from one municipality to another, and the public is always advised to check their local municipal by-laws which can be found on the relevant municipal website. The most important by-laws being addressed in this round of review by George Municipality, are the Streets, Sidewalks and Public Places, Informal Street Trading, Water and Sanitation Services, Water Services and the Stormwater by-laws amongst others.

Public Participation
This is a huge undertaking with inputs obtained from the relevant municipal service directorate. The draft document is collated and provisionally approved by Council. All By-laws are also workshopped with Council to provide all Councillors an opportunity for inputs.

A public participation process is then followed which allows members of the public to provide their comments and input. Notices making the public aware of the public participation period for each of the George Municipal Draft by-laws will be advertised in local media as is mandatory. We encourage the residents of George to keep an eye out for the notices and to provide input. Once the input has been received from the public and addressed, the final by-law then goes back to Council for approval.

SPECIAL RATINGS BY-LAW
On 30 March 2023 the George Council approved a Special Rating Areas (SRA) by-law for the George Municipality. The intent of this by-law is when read with the policy and framework, it is aimed at creating nodes that are vibrant, consumer friendly, and attracts investment to ensure continued progress of the area.

Special Rating Areas can be residential, business or industrial areas wherein the property owners agree to collaborate and pay an additional monthly rate which, via a non-profit entity they have established, implements various projects and activities they have identified for the area. The intention is also to prevent any degeneration of cities and towns and the consequential urban decay.

The purpose is to find an appropriate balance between facilitating self-funded community initiatives, that aim to improve and or upgrade identified neighbourhoods or areas, by making use of a non-profit company structure as contemplated in the Companies Act and ensure fair and transparent governance by the management body, with the aim to improve or upgrade the special rating area and ensure improved and upgraded services on public property.

Membership of the SRA will be open to all property owners within the SRA boundary who are encouraged to apply for membership, so that they can exercise their rights to influence the business of the SRA.

The Special Ratings By-Law will be promulgated in the Government Gazette of 14 April 2023. The public participation period closed on the 15 January 2023.

REMINDER PUBLIC NOTICE 1: ELECTRICAL TARIFFS (AMP LIMIT) – Phase 2 of Power Limit Adjustment Project

The George Municipality embarked on process to phase in a new electricity tariff structure. This process started on 1 July last year, and is in line with the National Energy Regulator of South Africa (NERSA) approved cost of supply study for George as well as the municipal Electricity Pricing Policy. The  municipality has been effecting these changes in a variety of ways so as to limit the impact on our consumers as far as possible.

PHASE ONE ROLLOUT – has included to date:  

  • Consumers were provided with an opportunity to select their Amperage capacity, in line with their household power requirement.
  • Consumers who had not yet made a selection for their capacity (AMPS) by 1 July 2022, were then placed on a capacity selected by the municipality. The capacity selection is based on the consumers  historic consumption (12 months prior). The option remains open for these consumers to make a change and select their own capacity.
  • George Municipality has sent out field teams to visit residents at home and implement the changes, where for example a resident has applied and chosen a capacity for their house; and/or where no selection was made and the municipality then applied a capacity based on historic consumption.
  • Consumers were also given the opportunity to make a capacity selection while a field team was at their home – so doing to minimise the impact of a Consumer making a choice which then does not work for them and having to get the field team in back to make a change again.
  • Communication through various platforms continued to request consumers to make their selection timeously.


Thousands of Consumers have had the Capacity (AMPS) addressed  through either their own selection OR by the municipal capacity selection
George Municipality has already successfully implemented power limit adjustments on thousands of it’s prepaid meter base, through the work done by field staff following the applications received from consumers for a specific capacity or by the municipality making the decision for Phase 1 power limit based on historic consumption. The field teams will continue to go out weekly to do Amperage limit roll-out and site inspections on prepaid meters.

IMPORTANT TO NOTE: Consumers who have already made their selection will NOT be affected by Phase 2 of the Power Limit Adjustment Project .

What about Consumers who have not yet made a selection?
The consumers who have not made a selection yet or who are not happy with the selection made by the municipality based on historical consumption,  are encouraged to do so speedily on the details shared below. The first and most preferred option is always for our consumer to select the capacity their require. Consumers are allowed one opportunity per financial year to make such a change in capacity.

 

PHASE TWO ROLLOUT – POWER LIMIT ADJUSTMENT PROJECT will take place as follows:
From the 1st April 2023, the municipality will Apply the following Capacity Selection based on the historic consumption:

  • If consumer had a 12 month average historic monthly consumption of above 400 units (kWh) and below 600 units (kWh), the consumer will be placed on a 30A;
  • If consumer had a 12 month average historic monthly consumption of above 600 units (kWh) the consumer will be placed on a 40A;
  • Indigents consumer will not be impacted by this phase, as all indigent consumers are dealt with in line with the Indigent Policy.
  • All consumer who have already made their selections will not be impacted.

Key Reminders on the applicable Electrical Tariffs are:

  • Small Domestic and Commercial tariffs (that is Prepaid and conventionally metered Consumers) are linked to the capacity limit of supply they choose.
  • Consumers who are willing to manage their loads within a capacity limited to 20 Amps Single Phase are offered a subsidised tariff with no fixed charges.
  • All Consumers who require more than 20 Amp capacity are charged a phased-in Cost Reflective Tariff with:
  • a Fixed Basic Charge,
  • a Capacity Charge depending on the capacity limit of the supply and
  • a lower Energy Charge.
  • Bulk consumers have all been moved to a Time of Use tariff.
  • Small Scale Energy Generators (SSEG) consumers are subject to fixed and Time of Use energy charges. Further information on understanding the potential electricity cost and management of loads, and how to make a decision about the capacity you can choose will be provided.

Bear this in mind when making your choice:

  • Capacity selection by the municipality based on the consumers historic consumption was for a financial break-even to reduce the impact on the customer and not necessarily to confirm the capacity required .
  • The Municipality cannot determine the optimal capacity required with the available meter data, therefore consumers must determine what their energy and capacity requirements are.
  • The municipality has noted that customers are selecting the capacity as low as possible to reduce cost without understanding the implications. This is evident by the number of upgrades required once a selection is implemented. Please consider your selection carefully.

The Southern Cape is the second biggest Koi chapter in South Africa and the show attracts entrants from Cape Town, East London and other parts of the country. Two certified judges from Belgium, as well as our own internationally accredited South African judges, will decide the champions through ranking the fish by breed, size and class.  There will also be Koi fish for sale for those interested in starting their own pond.

The Amazulu K9-Unit is a non-profit in the KZN region, who track poachers in the rugged, thick areas. The rhinos are more vulnerable in this region due to the Black Rhino Expansion Project where many of the rhinos are not de-horned.  The golf day format is a Betterball Stableford.

Situated opposite the bike park in Heatherlands, this chic café has locally roasted coffee and tasty food which is grown, made and prepared in George!  They opened their doors in December 2022 with the aim of supplying an outlet to support local producers.  Everything they sell also comes from the local community.  Another amazing thing they do is donate 5% of hot drink sales to a local cause, and patrons vote where the donation should go.  It can even be to a community champion, and not specifically an organisation.  This amazing café is also one of a few places to visit on a Sunday.

The coolest franchise has made its home in George! And have you seen how trendy it is inside?!  We also love their gourmet style menu. While there may be Bootleggers all over SA, this is the only one countrywide to have a drive-through.  Grab ready-to-go meals like salad bowels, bagels and more. George’s Bootlegger is also open in the evenings on Thursdays to Saturdays until 9pm, as well as Sundays during the day.  The coffee is Rainforest Alliance (RFA) certified, and they sell compostable pods for the more eco-conscious. The restaurant has a wine boutique and gift shop inside.

PUBLIC NOTICE: Contingency plans in place for 20 March 2023

George Municipality would like to reassure all residents that our Disaster Services, Traffic and Law Enforcement departments are on high alert and working closely with Western Cape Disaster Management, Provincial SAPS, POPS, Neighbourhood Watches and other relevant stakeholders involved in safety and security. Contingency plans have been put in place to ensure that service delivery continues as per usual for Monday 20 March 2023.

We request residents remain calm and access our social media sites for regular updates on any issues that might impact their day-to-day business. All municipal offices remain open for services Monday 20 March 2023.

Report any intimidation
Local businesses, organisations or institutions that receive threats of violence or looting to take place on Monday, 20 March 2023, are requested to lay a complaint of intimidation with their nearest police station and inform the Municipality thereof. Any form of violence, looting, damage to property or intimidation is unacceptable and cannot be tolerated.

Such threats should be registered with the South African Police Service (SAPS) immediately or reported to 0860 142 142 or service@westerncape.gov.za

The municipality does not condone threats of violence, looting and intimidation. We do support the right to gather and protest peacefully.

Use of drones not permitted
George Municipality’s Disaster Management would like to remind the public that the flying of drones in the George Municipal area is strictly prohibited and permission from George Municipality is required. Those who fly drones illegally will be dealt with decisively by law enforcement agencies. The George Airport has a 10km radius of “NO FLY ZONE” under Civil aviation law and recreational drone flying is not permitted.

Please note that even though Professional Drone operators have a “Pilots” license, they must have permission from Civil Aviation Authority to fly within the 10 Km range. as well as permission from the local authority and landowner even outside the no-fly zone. We call on the public not to use drones, especially during the possible planned shutdown on Monday, 20 March 2023 as this will pose a risk to the Airport and the Denneoord Fire Base Landing Strip, and will be a deterrent to the work of the SAPS and the emergency services trying to conduct their duties during this time.

WC: STATE OF READINESS TO POLICE THE PLANNED PROTEST ACTION ON MONDAY 2023-03-20 IN THE WESTERN CAPE

WESTERN CAPE: Today marks seven days since the Western Cape ProvJoints started intense planning meetings in anticipation of the national protest action scheduled for Monday, 20 March 2023. Integrated law enforcement agencies in the Western Cape under the auspices of the ProvJoints (Provincial Joint Operational and Intelligence Structure), are on high alert with strategic and tactical deployments in place ready for any eventuality throughout the Province.

The integrated forces comprising SANDF members, various SAPS units, metro police with law enforcement officials from different municipalities, traffic services and a contingent of private security officials are operationally ready with deployments scheduled to commence at  predetermined times in identified locations.

As part of the ProvJoints operational plan, police officials on foot, horseback, in vehicles and motorbikes with air support at strategic positions are on hand to respond promptly and accordingly to incidents of lawlessness. The deployments will be enhanced utilising the integrated CCTV camera systems as well as other cutting edge technology.

A plea is made to the organisers and participants of the planned action to respect the rule of law as law enforcement officials will not hesitate to take decisive action against those who break the law and infringe upon the rights of others. Ladies and gentlemen, a dedicated contingent of detectives from the South African Police Service will be on hand to investigate reported cases.

Social media users are warned against posting and disseminating inflammatory content contained in videos and messages that seek to incite violence and spread falsehoods.  Law enforcement officials will without hesitation invoke relevant pieces of legislation (Section 14 of the Cybercrimes Act and Section 18H of the Films and Publications Act) in relation to inappropriate social media posts.

In implementing the ProvJoints Operational Plan, Community Police Forum members with Neighbourhood Watches and Patrollers will act as force multipliers and bolster the deployed forces on the ground. An earnest plea is made to community leaders to encourage community members to reject being mobilised to partake in unlawful activities. We further urge community members to be active citizens, working with us as law enforcement agencies reporting wrong doing and criminality.

Community members, business owners, drivers, commuters and any other affected parties who find themselves adversely impacted by actions of the planned protest are advised to contact the following numbers for a prompt and coordinated response:

In conclusion, the integrated law enforcement agencies under the auspices of the ProvJoints acknowledge and respect the right of individuals to protest as it is after all enshrined in the Constitution of the Republic of South Africa, the supreme law of the Country. However, it is incumbent on the organisers and participants to protest within the parameters of the law thereby respecting the rule of law. Once there is a breach of the law, we as law enforcement agencies will act decisively.
